On Monday, October 16, 2017, at 6:00 p.m., the City of St. Charles Landmarks Board will hold
its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200
North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows:
Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be
present at the meeting to answer any questions the Board may have concerning your application.
Failure to provide answers to the Board’s questions may result in your application being tabled or
denied.

2. Consent Agenda
(A) Case No. C/A 2017-26(SP). 725 North Kingshighway. Dwight Dickinson, AIA.
The applicant is requesting approval to build a small addition on the north elevation
to house security and receptionist functions. [Extended Historic Preservation
District, Ward 7]
(B) Case No. C/A 2017-64(EC). 1002 Madison Street. Dave Dietiker. The applicant
is requesting approval to install a 3-foot tall, wood picket fence in the front and east
side yards. [Extended Historic Preservation District, Ward 1]
(C) Case No. C/A 2017-65(EC). 814 Adams Street. John Adams. The applicant is
requesting approval to replace a 6-foot tall, wood, shadow box-style fence with a
matching fence. [Extended Historic Preservation District, Ward 1]

(D) Case No. C/A 2017-66(EC). 1017 North Third Street. Barry McConnell, Eagle
Exteriors. The applicant is requesting approval to replace the roofing shingles on the
walls of the dormers with vinyl siding. [Frenchtown Preservation District, Ward 1]
(E) Case No. C/A 2017-29(SP). 410 Houston Street. David Deep & Colleen Steele-
Deep. The applicants are requesting approval to construct a shed roof over the rear
patio. [Extended Historic Preservation District, Ward 7]

5. Structure Review
Section 400.1180 Purpose
The purpose of this subchapter is to protect, enhance, and perpetrate buildings,
structures, districts, and sites of historical, cultural, architectural, engineering or
geographic significance. Further, protection of cultural assets from demolition by
neglect is an objective of this subchapter.
Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board
does not authorize the applicant to build a structure. Building permits are required
prior to construction.

Case No. 2017-22(SP). 1024 Madison Street. Barbara and Ronald Hooker. The
applicants are requesting approval to install a pre-fabricated carport. [Extended

(B) Case No. C/A 2017-27(SP). 205 Tompkins Street. John E. Spilker. The applicant
is requesting approval to build a garage. [Extended Historic Preservation District,
Ward 2]
(C) Case No. 2017-63(EC). 617 North Sixth Street. Kevin Kiely & Kim Clay. The
applicants are requesting approval to replace the front doors, stairway and knee walls,
and balusters in the balustrade on the front gallery and also to paint the unpainted

(D) Case No. 2017-28(SP). 903 North Fifth Street. Joe Prouhet & Pam Russina, Flip
This, LLC. The applicants are requesting approval to construct a new single-family
