On Monday, August 19th, 2019, at 6:00 p.m., the City of St. Charles Landmarks Board will hold
its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200
North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows:
Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be
present at the meeting to answer any questions the Board may have concerning your application.
Failure to provide answers to the Board’s questions may result in your application being tabled or

(A) Case No. C/A 2019-079(EC). 329 North Main Street. Carl Koblick. The applicant
is requesting approval to install windows. [Historic Downtown District, Ward 1]
(B) Case No. C/A 2019-013(SP). 1120 Olive Street. Jacob Rotter. The applicant is
requesting approval to construct a detached garage in rear yard. [Extended Historic
Preservation District, Ward 7]
(C) Case No. C/A 2019-085(EC). 1047 North Kingshighway. Kim Kinsella. The
applicant is requesting approval to install new sliding doors on the rear of the house

is requesting approval to install a 6’ vinyl privacy fence [Extended Historic

applicant is requesting approval to install a new 6’ vinyl fence in rear yard.

requesting approval to reface an existing pole sign for the business, “US Autoplex”

requesting approval to install window signage for the business, “Acupuncture on

5. Structure Review
Section 400.1180 Purpose
The purpose of this subchapter is to protect, enhance, and perpetrate buildings,
structures, districts, and sites of historical, cultural, architectural, engineering or
geographic significance. Further, protection of cultural assets from demolition by
neglect is an objective of this subchapter.
Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board
does not authorize the applicant to build a structure. Building permits are required
prior to construction.
(A) Case No. C/A 2019-044(EC). 132 North Main Street. Tony Bethmann. The
applicant is requesting approval to replace wooden posts and handrails on the
second-floor front gallery porch with metal. [Historic Downtown District, Ward 1]
(B) Case No. C/A 2019-012(SP). 906 South Fourth Street. Jared Blythe. The applicant
is requesting approval to construct a 1½ story frame addition on the south side of
the house. [Extended Historic Preservation District, Ward 2]

is requesting approval to replace a front door, install new siding on front dormer,
and gabled dormer to the east side of the roof, and to add two columns to the front
porch. [Extended Historic Preservation District, Ward 1]
(D) Case No. C/A 2019-081(EC). 201 North Kingshighway Street. Gary Heggs. The
applicant is requesting after the fact approval to replace the front porch columns,
stairs, stair handrails and decking. [Historic Downtown District, Ward 9]
