Call to order and call the roll. 2. Approve the minutes of the July 27, 2015 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Site Plan 3. Case No. SP-2015-26. (Bill Hoff) An application for a Site Plan approval for Papa Johns within the C-3 Highway Business District, specifically to expand the walk-in cooler and add a screen wall along the street side of the site at 2218 1st Capitol Drive. The subject property is 0.47 acres and is located in Ward 2. CONSENT AGENDA: Site Plan 4. Case No. SP-2015-36. (LePique and Orne Architects) An application for a Site Plan approval for façade and parking renovations for an existing industrial building within the I-1 Light Industrial District, specifically to add masonry and entry canopy to the east façade and remove pavement along the street frontage at 3061 Mercantile Industrial Drive. The subject property is 2.2 acres and is located in Ward 1. CONSENT AGENDA: Site Plan 5. Case No. SP-2014-37. (Cole and Associates) An application for a Site Plan approval for Lot 3B of University Commons within the PD-MU Planned Development-Mixed Use District, specifically to construct a 3 retail buildings with associated parking and drive aisles. The subject  area is 4.09 acres and is located in Ward 2. This is a renewal of a previously approved Site Plan request. CONSENT AGENDA: Site Plan 6. Case No. SP-2015-38. (St. Charles Engineering – Jim Piper) An application for a Site Plan approval for McDonnel Douglas Corp. within the I-2 Heavy Industrial District, specifically to construct a new office and warehouse building with covered storage interior to the site at 2600 North Highway 94. The subject area of disturbance is 0.79 acres and is located in Ward 1. PUBLIC HEARING: Conditional Use 7. Case No. CU-2015-19. (McDonald’s USA LLC) An application for a Conditional Use Permit from §400.220(C)(1)(a) for an In-vehicle Sales and Service use within the C-2 General Business District, specifically to permit the addition of a second drive-thru lane with other site improvements at 1890 Zumbehl Road (McDonald’s). The subject property is 1.32 acres and is located in Ward 6. SITE PLAN: 8. Case No. SP-2015-34. (Farnsworth Group – Jeff Brocco) An application for a Site Plan approval for an In-vehicle Sales and Service use within the C-2 General Business District, specifically to permit the addition of a second drive-thru lane with other site improvements at 1890 Zumbehl Road (McDonald’s). The subject property is 1.32 acres and is located in Ward 6. PUBLIC HEARING: Conditional Use 9. Case No. CU-2015-20. (St. Charles Tower). An application for a Conditional Use Permit from §400.150(D)(1)(n) to build a cellular tower within the R-1C Single-Family Residential District, specifically to construct a new 100 foot tall telecommunication tower on the campus of St. Elizabeth Ann Seton at 2 Seton Court. The subject property is 11.02 acres and is located in Ward 6. This is a renewal of a previously approved Conditional Use request. SITE PLAN: 10. Case No. SP-2015-35. (St. Charles Tower) An application for a Site Plan approval to build a cellular tower within the R-1C Single-Family Residential District, specifically to construct a new 100 foot tall telecommunication tower on the campus of St. Elizabeth Ann Seton at 2 Seton Court. The subject property is 11.02 acres and is located in Ward 6. This is a renewal of a previously approved Site Plan request. PUBLIC HEARING: Text Amendment 11. Case No. TA-2015-8. (Jonathan Shell). Text Amendment to Zoning Ordinance Section §400.400 Animals relative to the keeping of chickens on residential property within the City of St. Charles as defined in Chapter 400 (the Zoning Code), specifically to prohibit roosters, limit the number of chickens and amend the design standards and sanitary condition requirements. SITE PLAN: 12. Case No. SP-2015-33. (Cole and Associates, Inc.) An application for a Site Plan approval for a new medical office building and parking garage within the PD-C Planned Development- Planning and Zoning Commission Agenda Page 2  Commercial District, specifically to construct a 3 story medical office structure with associated parking and landscaping at 711 Veterans Memorial Parkway.
