PLANNING AND ZONING COMMISSION AGENDA FOR REGULAR MEETING SEPTEMBER 28, 2015 PLANNING AND ZONING COMMISSION: Michael Pratt, Chair Lindsey Devereux, Vice-Chair Dan Nottmeyer, Secretary Larry Muench Mark Hopkins Mayor Sally Faith Mary Ann Ohms, City Council Liaison John Feldt Steve Hollander Commission Members: The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday, September 28, 2015, beginning at 6:30 p.m. on the fourth floor of City Hall in the City Council Chambers, 200 North Second Street, St. Charles. 1. Call to order and call the roll. 2. Approve the minutes of the August 24, 2015 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Site Plan 3. Case No. SP-2015-27. (Sheri Steffens) An application for a Site Plan approval within the HCD Historic Commercial District, specifically to approve a final landscape and tree preservation plan at 1115/1117 South Main Street. The subject properties together total 0.42 acres and are located in Ward 2. CONSENT AGENDA: Easement Vacation 4. Lot A of University Commons. Vacation of a portion of a 10 ft. wide sanitary sewer easement per P.B. 47, Pg. 194, a 10 ft. wide storm sewer easement per P.B. 47, Pg. 194 and another 10 ft. wide sewer easement per P.B. 195, Pg. 298 as shown on the vacation plat within Lot A of University Commons Plat adjacent to 1st Capitol Drive. CONSENT AGENDA: Right of Way Vacation 5. Hilltop Drive and Ken Drive. Vacation and dedication of a portion of Hilltop Drive and the dedication of a portion of Ken Drive as shown in Country Side Acres Addition in P.B. 7, Pg. 5 of the St. Charles County Records. PUBLIC HEARING: Conditional Use 6. Case No. CU-2015-21. (Free Flo Gutters – Chad Boewer) An application for a Conditional Use Permit from §400.240(C)(1)(a) for outdoor storage within the I-1 Light Industrial District, specifically to approve the storage of trucks and heavy equipment at 200 Fox Hill Road. The subject property is 0.69 acres and is located in Ward 1. SITE PLAN: 7. Case No. SP-2015-39. (Free Flo Gutters – Chad Boewer) An application for a Site Plan approval for outdoor storage within the I-1 Light Industrial District, specifically for the construction of a storage lot, fencing and landscaping at 200 Fox Hill Road. The subject property is 0.69 acres and is located in Ward 1. PUBLIC HEARING: Conditional Use 8. Case No. CU-2015-22. (Hannegan Properties LLC) An application for a Conditional Use Permit from §400.270(C)(2) for an apartment building within the CBD Central Business District, specifically to increase the number of apartment units for the previously approved three-story apartment building from 12 units to 14 units (4 units per floor with 2 additional in lower level adjacent to 3rd Street) at 125 North 3rd Street. The subject properties together total 0.62 acres and are located in Ward 1. SITE PLAN: 9. Case No. SP-2015-40. (Bax Engineering) An application for a Site Plan approval for a new industrial building within the I-2 Heavy Industrial District, specifically to construct a 138,000 sq. ft. structure with associated parking and landscaping on Lot 10 of Fountain Lakes Commerce Center. The subject property is 7.13 acres and is located in Ward 8. PUBLIC HEARING: Text Amendment 10. Case No. TA-2015-8. (Jonathan Shell). Text Amendment to Zoning Ordinance Section §400.400 Animals relative to the keeping of chickens on residential property within the City of St. Charles as defined in Chapter 400 (the Zoning Code), specifically to prohibit roosters, limit the number of chickens and amend the design standards and sanitary condition requirements.
