Call to order and call the roll. 2. Approve the minutes of the September 28, 2015 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Easement Vacation 3. 1211 Nathan Street. Vacation of a 5 ft. wide public utility easement per P.B. 5, Pg. 78 as shown on Exhibit A within Lot 79 of Osage Hills Plat Two. CONSENT AGENDA: Right of Way Vacation 4. Schattdecor (Charbonneau) Drive. Vacation of a portion of Schattdecor (Charbonneau) Drive as shown in Fountain Lakes Commerce Center Plat Seven in P.B. 45, Pgs. 335-337 of the St. Charles County Records. CONSENT AGENDA: Preliminary Subdivision Plat 5. Case No. SUB-2015-17. (Pickett, Ray & Silver) An application for approval of a Preliminary Plat for DealPoint Subdivision, a subdivision being part of Lots 23 and 31 of Block 6 of Steen and Cunningham’s Subdivision of the Commons of St. Charles, specifically consisting of three (3) lots on 15.19 acres. The subject property is zoned C-3 Highway Business District and is located in Ward 4. PUBLIC HEARING: Conditional Use 6. Case No. CU-2015-23. (St. Vincent de Paul) An application for a Conditional Use Permit from §400.220(C)(1)(g) for secondhand sales within the C-2 General Business District, specifically to approve the expansion of an existing secondhand sales use at 1069 Regency Parkway. The subject property is 4.63 acres and is located in Ward 6. PUBLIC HEARING: Conditional Use 7. Case No. CU-2015-24. (Dan Mueller) An application for a Conditional Use Permit from §400.290(C)(14) for a small manufacturing establishment within the FHCD Frenchtown Historic Commercial District, specifically to approve a small manufacturing business for boulder designs, memorials and monuments at 1801 North 2nd Street. The subject property is 0.24 acres and is located in Ward 1. PUBLIC HEARING: Rezoning 8. Case No. Z-2015-12. (Robert Todd & Jill Ryan) An application to rezone land known as 305 Morgan Street from R-1E Single-Family Residential District to FHCD Frenchtown Historic Commercial District. The subject property is approximately 0.43 acres and is located in Ward 1. SITE PLAN: 9. Case No. SP-2015-41. (Kathy Riley) An application for a Site Plan approval for changes to an existing parking area within the CBD Central Business District, specifically to raise the elevation for parking spaces and amend a retaining wall at 424 North 2nd Street. The subject property is 0.17 acres and is located in Ward 1. SITE PLAN: 10. Case No. SP-2015-42. (Interplan LLC – Donna Brown) An application for a Site Plan approval for a new stand-alone restaurant within the PD-MU Planned Development-Mixed Use District, specifically for the construction of a 6,615 sq. ft. restaurant with outdoor patio within Block 2000 of the Streets of St. Charles Development. The subject area is 0.23 acres and is located in Ward 3. DISCUSSION ITEM: 11. Proposed Text Amendment Relative to Parking and Storage of Boats, Trailers, Camper Shells and Recreational Vehicles in Mobile Home Parks.
