Call to order and call the roll. 2. Approve the minutes of the October 26, 2015 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Preliminary Subdivision Plat 3. Case No. SUB-2015-21. (St. Charles Engineering & Surveying, Inc.) An application for approval of a Preliminary Plat for International Church of the Foursquare Gospel Subdivision, a subdivision being a tract of land in Lot 7, Block 2 of Evans Survey of the Commons of St. Charles, specifically consisting of two (2) lots on 2.65 acres. The subject property is zoned R-1C Single- Family Residential District and is located in Ward 6. PUBLIC HEARING: Conditional Use 4. Case No. CU-2015-25. (Lisa Latham & Ciara Martinez) An application for a Conditional Use Permit from §400.290(C)(15) for a secondhand sales use within the FHCD Frenchtown Historic Commercial District, specifically to sell consignment goods and vintage (used) books at 1106 North Second Street. The subject property is 0.12 acres and is located in Ward 1. PUBLIC HEARING: Conditional Use 5. Case No. CU-2015-26. (Mohammed Darbadwan) An application for a Conditional Use Permit from §400.270(C)(1) for a temporary vehicle storage use within the CBD Central Business  District, specifically to approve a temporary parking lot at 517 North 5th Street for used vehicles waiting to be moved to another location for sale. The subject property is 0.78 acres and is located in Ward 1. PUBLIC HEARING: Rezoning 6. Case No. Z-2015-13. (Dan Borgmeyer) An application to rezone land located immediately east and south of 1028, 1030, 1034 and 1038 South Main Street from PD-RF Planned Development- Riverfront District to HCD Historic Commercial District. The subject property is approximately 0.16 acres and is located in Ward 2. PUBLIC HEARING: Text Amendment 7. Case No. TA-2015-10. (Robert Todd & Jill Ryan). Text Amendment to Zoning Ordinance Section §400.150 (C) R-1C, R-1D and R-1E Single-Family Residential District, specifically to add a Guest House as a Conditional Use subject to the property also being located within the FPD Frenchtown Preservation District Overlay. PUBLIC HEARING: Text Amendment 8. Case No. TA-2015-11. (City of St. Charles). Text Amendment to Zoning Ordinance Section §400.600 Parking and Storage of Boats, Trailers, Camper Shells and Recreational Vehicles on Residential Property and City Streets, specifically to add regulations for the parking of these items in Mobile Home Parks and on individual lots within the park. SITE PLAN: 9. Case No. SP-2015-43. (Bax Engineering) An application for a Site Plan approval for changes to an existing parking area associated with the demolition of a portion of a building within the C-2 General Business District, specifically to redesign the eastern parking area at 1025 Country Club Road. The subject property is 5.43 acres and is located in Ward 6. SITE PLAN: 10. Case No. SP-2015-44. (Lawrence Group) An application for a Site Plan approval for revisions to a previously approved development (SSM-Eastern Healthplex) within the PD-C Planned Development-Commercial District, specifically for the redesign of the parking garage at 711 Veterans Memorial Parkway. The subject property is 3.16 acres and is located in Ward 3. SITE PLAN: 11. Case No. SP-2015-45. (Cole and Associates) An application for a Site Plan approval for revisions to a previously approved development (Cedarhurst) within the PD-MU Planned Development- Mixed Use District, specifically for changes to the parking layout, footprint of building and structural elevations at 1800 1st Capitol Drive. The subject property is 2.6 acres and is located in Ward 2.
