Call to order and call the roll. 2. Approve the minutes of the August 22, 2016 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Right-of-Way Vacation 3. Truman and Ehlmann Vacation Plat. Vacation of an existing public right-of-way consisting of approximately 4.58 acres of land located southwest of the current intersection of Truman Boulevard and Ehlmann Road. PUBLIC HEARING: Conditional Use 4. Case No. CU-2016-27. (St. Charles Oktoberfest, Inc – Dan Foust) An application for a Conditional Use Permit from §400.230(C)(1)(c) for a Material Storage Yard in connection with a permitted use within the C-3 Highway Business District, specifically to approve outdoor storage in connection with a proposed warehouse at 102 Howard Street. (St. Charles Oktoberfest, Inc – Dan Foust) An application for Site Plan approval within the C-3 Highway Business District, specifically to approve a 2,400 square foot  warehouse and associated parking at 102 Howard Street. Case No. Z-2016-10. (Dan Dokovic – Intelica CRE) An application to rezone upon annexation a 0.396 acre tract of land known as 3050 West Clay Street, from St. Charles County C-2 General Business District to City of St. Charles C-2 General Business District. The property will be located in Ward 6 upon annexation. PUBLIC HEARING: Rezoning 7. Case No. Z-2016-11. (Rowles Development LLC) An application to rezone upon annexation an approximately 2.55 acre tract of land known as 2943 Kandahar Court, from St. Charles County R1E Single-Family Residential District to City of St. Charles R-1D Single-Family Residential District. The property will be located in Ward 6 upon annexation. PUBLIC HEARING: Conditional Use 8. Case No. CU-2016-28. (St. Charles Engineering & Surveying) An application for a Conditional Use Permit from §400.230(C)(1)(c) for a Material Storage Yard within the C-3 Highway Business District, specifically to provide outdoor storage for an electrical contractor business at 2115 South Old Highway 94. The subject property is 1.52 acres and is located in Ward 4. SITE PLAN: 9. Case No. SP-2016-12 (St. Charles Engineering & Surveying, Inc.) An application for Site Plan approval for a warehouse and material storage yard within the C-3 Highway Business District, specifically to approve the construction of a 5,760 square foot warehouse at 2115 South Old Hwy 94. The subject property is 14.5 acres and is located in Ward 8. SITE PLAN: 11. Case No. SP-2016-19. (Grimes Consulting, Inc. – SYSCO Food Service of St. Louis, Inc.) An application for Site Plan approval for outdoor storage within the I-2 Heavy Industrial District, specifically to approve the storage of trailers only on an existing vacant lot at the northeast corner of the Elm Point Industrial Drive and New Town Boulevard intersection. (Tom Glosier) An application for Site Plan approval for outdoor storage within the I-1 Light Industrial District, specifically to approve the storage of trailers only on an existing vacant lot at 3150 Harry S. Truman Boulevard. The subject property is 2 acres and is located in Ward 6. SITE PLAN: 14. Case No. SP-2016-10 (Galt House, LLC - Dan Borgmeyer) An application for Site Plan approval for a mixed use structure within the HCD Historic Commercial District and within the SMPD South Main Preservation District, specifically to approve the construction of a 28,000 square foot multi storied mixed use structure and associated parking at 1028 South Main Street. Update on architectural elevations for Tru Hotel on Block 5000 of the Streets of St. Charles south of the intersection of Camel Back Road and Beal Street.
