Call to order and call the roll. 2. Approve the minutes of the August 22, 2016 Planning and Zoning Commission regular meeting. CONSENT AGENDA: Right-of-Way Vacation 3. Easement Vacation for Lots 58 & 59 of Governor Place. Vacation of an existing public utility easement consisting of approximately 2,629 square feet of land located on Lots 58 & 59 of Governor Place Subdivision Plat Book 25, Page 164 of the St. Charles County Records. PUBLIC HEARING: Conditional Use 4. Case No. CU-2016-27. (St. Charles Oktoberfest, Inc – Dan Foust) An application for a Conditional Use Permit from §400.230(C)(1)(c) for a Material Storage Yard in connection with a permitted use within the C-3 Highway Business District, specifically to approve outdoor storage in connection with a proposed warehouse at 102 Howard Street. The subject property is 0.57 acres and is located in Ward 1. THIS ITEM WAS PREVIOUSLY TABLED AT THE SEPTEMBER 26, 2016 PLANNING AND ZONING COMMISSION MEETING. SITE PLAN: 5. Case No. SP-2016-17. (St. Charles Oktoberfest, Inc – Dan Foust) An application for Site Plan approval within the C-3 Highway Business District, specifically to approve a 2,400 square foot warehouse and associated parking at 102 Howard Street. Case No. Z-2016-12. (THD Design Group) An application to rezone upon annexation a 9.62 acre tract of land known as 500 Blanche Drive, from St. Charles County R1E Single-Family Residential District to City of St. Charles R-1D Single-Family Residential District. The property will be located in Ward 3 upon annexation. PRELIMINARY SUBDIVISION PLAT 7. Case No. SUB-2016-18. (THD Design Group) An application for approval of a Preliminary Plat for Camdon Farms, a subdivision of 500 Blanche Drive, specifically consisting of sixteen (16) lots on 9.62 acres. The subject property is proposed to be zoned R-1D Single-Family Residential District and is located in Ward 3 upon annexation. PUBLIC HEARING: Rezoning 8. Case No. Z-2016-13. (St. Charles Properties) An application to rezone a tract of land known as 625 North Main Center, from I-2 Heavy Industrial District within the FPD Frenchtown Preservation District to I-1 Light Industrial District within the FPD Frenchtown Preservation District. The subject property is 7.42 acres in size and is located in Ward 1. THE APPLICANT REQUESTS THAT THIS ITEM REMAIN ON THE TABLE UNTIL THE NOVEMBER 21, 2016 PLANNING AND ZONING COMMISSION MEETING. PUBLIC HEARING: Rezoning 9. Case No. Z-2016-14. The subject property is 3.92 acres and is located in Ward 4. PUBLIC HEARING: Conditional Use 11. Case No. CU-2016-32. (Cliff Heitmann – Bax Engineering) An application for a Conditional Use Permit from §400.220(C)(1)(a) for In-Vehicle Sales and Service associated with a new bank and drive-thru ATM on property immediately south of 1731 Zumbehl Road within the C-2 General Business District. (Cliff Heitmann – Bax Engineering) An application for Site Plan approval for a bank with drive-thru within the C-2 General Business District at 1731 Zumbehl Road. The subject property is 2 acres and is located in Ward 4. PUBLIC HEARING: Text Amendment: 13. Case No. TA-2016-5 (City of St. Charles). An application to amend Chapter 400 of the Code of Ordinances by amending §400.1670 Prohibited Signs relative to Perimeter Window Lighting. SITE PLAN: 14. Case No. SP-2016-22. (Grimes Consulting, Inc.) An application for Site Plan approval for a building and parking expansion at 3850 Muller Road within the I-2 Heavy Industrial District. The subject property is 23.79 acres and is located in Ward 8. DISCUSSION ITEM: 15. Proposed Text Amendment for Section 400.540 Corner Visibility of the Zoning Code to increase the sight triangle from 20 feet to 30 feet.
