Call to order and call the roll. 2. Approve the minutes of the October 24, 2016 Planning and Zoning Commission regular meeting. PUBLIC HEARING: Rezoning 1. Case No. Z-2016-13. (St. Charles Properties) An application to rezone a tract of land known as 625 North Main Center, from I-2 Heavy Industrial District within the FPD Frenchtown Preservation District to I-1 Light Industrial District within the FPD Frenchtown Preservation District. The subject property is 7.42 acres in size and is located in Ward 1. THE APPLICANT REQUESTS THAT THIS ITEM REMAIN ON THE TABLE UNTIL THE DECEMBER 19, 2016 PLANNING AND ZONING COMMISSION MEETING. PUBLIC HEARING: Rezoning 2. Case No. Z-2016-14. (St. Charles Properties) An application to rezone a tract of land known as 625 North Main Center, from I-1 Light Industrial District within the FPD Frenchtown Preservation District to PD-MU Planned Development Mixed Use District within the FPD Frenchtown Preservation District. (SmithAmundsen LLC – Brad Goss) An application to rezone upon annexation a 160.3 acre tract of land located south of the terminus of Granger Boulevard, from St. Charles County I2 Heavy Industrial District to City of St. Charles PD-MU Planned Development- Mixed Use District subject to the terms and requirements of the New Town St. Charles Regulating Plan as amended. The property will be located in Ward 8 upon annexation. PUBLIC HEARING: Text Amendment: 4. Case Case No. TA-2016-6. (OASIS Food Pantry – Terry Rodewald) An application to amend Chapter 400 of the Code of Ordinances by amending §400.050 Definitions specifically amending the definition of Temporary Shelter. THE APPLICANT HAS WITHDRAWN THIS APPLICATION. PUBLIC HEARING: Conditional Use: 5. Case No. CU-2016-33. (OASIS Food Pantry – Terry Rodewald) An application for a Conditional Use Permit from §400.230(C)(1)(a) for a temporary shelter within the C-3 Highway Business District located at 1812 Boone’s Lick Road. The subject property is 1.08 acres and is located in Ward 2. PUBLIC HEARING: Conditional Use: 6. Case No. CU-2016-34. (Stephanie Smetana) An application for a Conditional Use Permit from §400.150(D)(1)(l) specifically for a bed and breakfast within the R-1E Single-Family Residential District located at 1429 North 5th Street. The subject property is approximately 8,000 square feet and is located in Ward 7. THE APPLICANT HAS WITHDRAWN THIS APPLICATION. PUBLIC HEARING: Conditional Use: 7. Case No. CU-2016-35. (MAKAK-4LLC – Mark Finnegan) An application for a Conditional Use Permit from §400.240(C)(1)(a) specifically for a taxi cab station with accessory motor vehicle storage and repair within the I-1 Light Industrial District located at 1779 Scherer Parkway. The subject property is approximately 1.4 acres in size and is located in Ward 3. PUBLIC HEARING: Conditional Use: 8. Case No. CU-2016-36. (Missouri Network Utility Transport, LLC – Anthony Barajas) An application for a Conditional Use Permit from §400.220(C)(1)(a) for a telecommunication tower within the C-2 General Commercial District located on the east side of Elm Street within City right-of-way of said street, approximately 170 feet north of the intersection of Elm Street and Millstone Corporate Drive. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.050, §400.150, §400.180, §400.240 and §400.530 of the Code of Ordinances to add: Definitions of “Shipping Container”, “Shipping Container Home” and “Shipping Container Structure”; Shipping Container Home as a Conditional Use in the R-1C, R- 1D, R-1E Single-Family Residential District; Shipping Container Homes as a Permitted Use in the R-M Manufactured/Modular Residential District; Shipping Container Structures as a Permitted Use in I-1 Light Industrial District; Shipping Container Structure as a Permitted Accessory Building. PUBLIC HEARING: Text Amendment: 10. Case No. TA-2016-8. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.550 Fences specifically pertaining to fence construction materials. PUBLIC HEARING: Text Amendment: 11. Case No. TA-2016-9. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.540 Corner Visibility specifically amending the visible area of a corner from a 20 foot triangle to a 30 foot triangle. ADMINISTRATIVE: 12. Proposed Approval of the 2017 Meeting Dates and Deadlines Adjourn The next regular meeting of the Planning & Zoning Commission is scheduled for December 19, 2016.
