Call to order and call the roll. 2. Approve the minutes of the August 28, 2017, Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Easement Vacation – Vacation of Utility Easement in the Springwell Village Subdivision. Vacation of a 1,200 square foot utility easement within the Springwell Village subdivision. The property is located within Ward 6. 4. Case No. SP-2017-21. (Traffic Jam LLC - Steven Hollrah). An application for Site Plan approval for an existing accessory structure located at 6 Westbury Drive. The subject property is approximately 0.22 acres and is located in Ward 9. 5. Case No. SP-2017-22. (St. Peters Rotary Club – Geoff Orf) An application for Site Plan approval for an outdoor garden area at 1211 Lindenwood Avenue. The subject property is approximately 2.89 acres and is located in Ward 7. 6. Case No. SP-2017-23. (Steve Quigley – Clayton Engineering) An application for Site Plan approval for parking area improvements at 2800 Old Muegge Road. The subject property is approximately 14.02 acres and is located in Ward 6. PUBLIC HEARING: Rezoning 7. Case No. Z-2017-12. (City of St. Charles) An application to rezone an approximately 204.58 acre tract of land (Parcel ID #3-0012-S008-00-0033) located southeast of I-70 and South River Road, also known as Bangert Island, upon annexation from St. Charles County A Agricultural District within the FW Floodway District and FF Floodway Fringe District to City of St. Charles A Agricultural District. The property will be located within Ward 3 upon annexation. THIS ITEM WAS TABLED AT THE AUGUST 28TH MEETING. PUBLIC HEARING: Conditional Use 8. Case No. CU-2017-26. (Natalie Filardi) An application for a Conditional Use Permit from §400.270(C)(1), specifically for a pet adoption center and pet shop within the CBD Central Business District and within the HDD Historic Downtown District overlay located at 319 North Main Street. The subject property is approximately 0.072 acres and is located in Ward 1. PUBLIC HEARING: Planned Development Amendment 9. Case No. PDA-2017-02. (Charlestowne Crossing, LLC) An application to amend the previously approved Development Plan and Ordinance for The New Town at St. Charles development within the PD-MU Planned Development-Mixed Use District. The amendment will revise the development plan and boundary by removing approximately 211.486 acres of vacant land from the northeast corner of The New Town at St. Charles west of the intersection of Boschertown Road and Highway B. The property is located in Ward 8. PUBLIC HEARING: Rezoning 10. Case No. Z-2017-16. (Charlestowne Crossing, LLC) An application to rezone land west of the intersection of Boschertown Road and Highway B from PD-MU Planned Development–Mixed Use District to the R-1E Single-Family Residential District. The proposed R-1E District will set the maximum residential density for a subsequent rezoning request. The subject property is approximately 67.724 acres and is located in Ward 8. PUBLIC HEARING: Rezoning 11. Case No. Z-2017-17. (Charlestowne Crossing, LLC) An application to rezone land west of the intersection of Boschertown Road and Highway B from the R-1E Single-Family Residential District to the PD-R Planned Development-Residential District. In conjunction with the rezoning, a preliminary development plan and development agreement will be considered. The preliminary development plan proposes detached single-family residential lots, villas and common open space. The subject property is approximately 67.724 acres and is located in Ward 8. PUBLIC HEARING: Text Amendment 12. Case No. TA-2017-06. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.550 Fences by specifically modifying regulations for fences located within residential zoning districts. DISCUSSION ITEM: 13. Proposed Text Amendment in the R-1C, R-1D, R-1E, Single Family Residential District §400.150 and the addition of a new section (§400.421) for specific criteria regulating Guest House uses of the City of St. Charles Zoning Ordinance. Proposed Text Amendment in the Legal, Non-Residential Uses §400.1720 for specific criteria regulating the sign area for properties with highway frontage of the City of St. Charles Zoning Ordinance. PRELIMINARY PLAT 15. Case No. SUB-2017-20. (Theodore Federer) An application for a Preliminary Plat for The Villas at Water Street subdivision within the R-3A Multi-Family Residential District located at 300 Water Street. The subject site is 2.02 acres and will is located within Ward 2. THIS APPLICATION HAS BEEN WITHDRAWN. SITE PLAN 16. Case No. SP-2017-18. (Theodore Federer) An application for Site Plan approval for a eight unit apartment building at 300 Water Street. The subject property is approximately 25,102 square feet and is located in Ward 2.
