Call to order and call the roll. 2. Approve the minutes of the September 25, 2017, Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Case No. SP-2017-26. (Picket, Ray & Silver – Don Danson). An application for Site Plan approval for an expansion of a mini-warehouse facility located at 2669 Veterans Memorial Parkway. The subject property is approximately 11.55 acres and is located in Ward 4. 4. Case No. SP-2017-28. (Cullinan Properties, LLC). An application for a Site Plan approval for a new office/retail building located at 1450 Beale Street within the Streets of St. Charles. The subject property is approximately 2.0 acres and is located within Ward 3. PUBLIC HEARING: Rezoning 5. Case No. Z-2017-18. (City of St. Charles) An application to rezone an approximately 2.015 acre tract of land known as 1559 South Main Street upon annexation from St. Charles County C-2/FF General Commercial District within the FF Floodway Fringe District to City of St. Charles C-2 General Business District. (APM Industrial, LLC) An application for a Conditional Use Permit from §400.230(C)(1)(a), specifically for a car wash within the C-3 Highway Business District located at 2300 1st Capitol Drive. (My Secret Garden) An application for a Conditional Use Permit from §400.480(E)(4) specifically to modify the requirements for the outdoor display of merchandise within the C-2 General Business District located at 2305 Droste Road. (Bax Engineering) An application for Site Plan approval for a new mini- warehouse facility located at Lot 4 of Fountain Lakes Commerce Center Plat 9. The subject property is approximately 17.18 acres and is located in Ward 8. PUBLIC HEARING: Text Amendment 16. Case No. TA-2017-07. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.150 R-1C, R-1D, R-1E, Single Family Residential District and adding a new code section §400.421 regulating Guest House uses in residential districts within the City of St. Charles Zoning Ordinance. PUBLIC HEARING: Text Amendment 17. Case No. TA-2017-08. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending Article XVI: Sign Regulations, specifically §400.1720 Legal, Non- Residential Uses by adding properties zoned C-2 General Business District to the list of districts with highway frontage that are eligible for increased business sign area.
