PLANNING AND ZONING COMMISSION AGENDA FOR REGULAR MEETING April 23rd, 2018 PLANNING AND ZONING COMMISSION: Michael Pratt, Chair Lindsey Devereux, Vice-Chair Dan Nottmeyer, Secretary Mayor Sally Faith Mary Ann Ohms, City Council Liaison Steve Hollander Cort Schneider Missy Palitzsch John Feldt AuDriann Schroeder Commission Members: The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday, April 23rd, 2018, beginning at 6:30p.m. on the fourth floor of City Hall Chambers, 200 North Second Street, St. Charles, Missouri. 1. Call to order and the roll. 2. Approve the minutes of the March 26th, 2018 Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Case No. SP-2017-07. (Pat Terrio) An application for Site Plan approval for outdoor storage within the I-1 Light Industrial District at 520 Fox Hill Road, specifically for storage of goods used in conjunction with permitted industrial uses at 3051 Mercantile Industrial Drive. The subject property is 6.279 acres and is located in Ward 1. This Site Plan was approved in April 2017 and is on for re-approval for a 1 year extension. 4. Case No. SP-2018-09. (Clayton Engineering - Steve Quigley) An application for Site Plan approval for improvements at T.L. Hardin Middle School located at 1950 Elm Street within the R-1E Single-Family Residential District. Improvements include an addition to the gymnasium and the construction of a modular, block retaining wall. The subject property is 12.81 acres and is located in Ward 7. ___________________________________________________________________________________ Conditional Use 5. Case No. CU-2018-10. (My Secret Garden – Holly Reimer) An application for revisions to a previously approved Conditional Use Permit (CU-2017-29) from §400.480(E) specifically to increase the permitted area for the outdoor display of merchandise within the C-2 General Business District located at 2305 Droste Road. The subject property is approximately 0.949 acres and is located in Ward 9. This application was tabled at the March 26th, 2018 Planning and Zoning Commission meeting. The public hearing for this item was closed at the previous meeting. PUBLIC HEARING: Conditional Use 6. Case No. CU-2018-11. (Rachel Fawkes) An application for a Conditional Use Permit from §400.270(C)(1) for a dog beauty parlor use within the CBD Central Business District and within the EHP Extended Historic Preservation District Overlay located at 115 North 5th Street. The subject property is approximately 0.15 acres and is located in Ward 1. PUBLIC HEARING: Text Amendment 7. Case No. TA-2018-04. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.421 Guest Houses and §400.670 Parking Schedule, specifically to amend parking standards for guest house uses. Adjourn The next regular meeting of the Planning and Zoning Commission is scheduled for May 21st, 2018.
