Call to order and the roll. 2. Approve the minutes of the May 20th, 2019 Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Easement Vacation – Vacation of Utility Easements within the vacated portion of Old Friedens Road as recorded in Plat Book 2 Page 6, Book 18 Page 320, Book 43 Page 322 and Book 1329 Page 1773, and Conveyance of Right-of-Way Book 1 Page 87, and Book 2 Pages 359, 361, and 363. The easements are located within Ward 3. 4. Easement Vacation – Vacation of an 880 square foot Permanent Drainage Easement as recorded in Deed Book 1329 Page 1773. The easement is located within Ward 3. 5. Case No. SP-2019-21. (St. Charles Motors) As site plan application for a temporary carport located at 2801 West Clay Street. Case No. CU-2019-14. (Cliff Heitmann – Bax Engineering) An application for a Conditional Use Permit from §400.230(C)(1)(a) for a Dog Beauty Parlor/Grooming use within the C-3 Highway Business District, located at 3550 West Clay Street. The subject property is approximately 5.95 acres and is located in Ward 6. SITE PLAN 7. Case No. SP-2019-20. (Cliff Heitmann – Bax Engineering) An application for Site Plan approval for Dog Beauty Parlor/Grooming, Boarding and Dog Day Care facility located at located at 3550 West Clay Street. The subject property is approximately 5.95 acres and is located in Ward 6. PUBLIC HEARING: Conditional Use 8. Case No. CU-2019-16. (Raymond E. Hummel Jr.) An application for a Conditional Use Permit from §400.270(C)(2) for a two-family residential use within the CBD Central Business District, located at 708 First Capitol Drive. The subject property is approximately 7500 square feet in area and is located in Ward 1. PUBLIC HEARING: Text Amendment: 9. Case No. TA-2019-05. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.420 Bed and Breakfast Establishments. This amendment would revise regulations for bed and breakfast uses operating within non-residential zoning districts. PUBLIC HEARING: Text Amendment: 10. Case No. TA-2019-06. (City Council of the City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by establishing §400.615 Facilities Permits. This amendment would require permits and adopt standards for the placement of utility facilities upon private property.
