Call to order and the roll. 2. Approve the minutes of the June 24th, 2019 Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Case No. SP-2019-22. (Busy Bee R.E. LLC) A Site Plan for a new warehouse, office and manufacturing facility located east of the intersection of Little Hills Expressway and Boschertown Road. The property is zoned PD-I, Planned Development-Industrial and is approximately 28 acres located within Ward 1. 4. Case No. SP-2019-24. (Capitol Land Company) A Site Plan application for a site update to an existing retail center located at 1981 Zumbehl Road. The property is zoned C-2 General Business District and is approximately 25 acres located within Ward 6. 5. Case No. SP-2019-26. (Cliff Heitmann – Bax Engineering) A Site Plan application for parking addition located on proposed lot 17A of the Resubdivision of Lot 17 of Fountain Lakes Commerce Center Plat 3. The property is approximately 3.17 acres and is located within Ward 8. 6. Case No. RESUB-2019-06. (Welcome Homes, LLC – Darren Bond) A Preliminary Plat application within the R-1C Single Family Residential District involving two lots known as Lots 42 and 45 of Elm Point Place. The properties are approximately 1.41 acres and are located within Ward 8. __________________________________________________________________________________ PUBLIC HEARING: Rezoning 7. Case No. Z-2019-10. (Gerald W. & Mary Jane Schulz Beasley) An application to rezone an approximately 5,000 square foot tract of land, known as 803 Madison Street, from C-2 General Business District within the EHP Extended Historic Preservation District to R-2 Two Family Residential District within the EHP Extended Historic Preservation District. The subject property is located in Ward 1. PUBLIC HEARING: Rezoning 8. Case No. Z-2019-11. (Sheri Steffens – Imperial Catering Company, Inc.) An application to rezone an approximately 5.01 acre tract of land, known as 1410 South 5th Street, from C-2 General Business District to PD-MU Planned District – Mixed Use District for a proposed new mixed use development. The subject property is located in Ward 2. Applicant has requested this item be tabled to the August 26th, 2019 Planning and Zoning Commission meeting. SITE PLAN 9. Case No. SP-2019-23. (Sheri Steffens – Imperial Catering Company, Inc.) A Site Plan application for the construction of a new hotel facility located at 1410 South 5th Street. The property is currently zoned C-2 General Business District; however is proposed to be zoned PD-MU Planned Development-Mixed Use associated with Application Z-2019-11. Site is proposed as 1.8 acres and is located within Ward 2. Applicant has requested this item be tabled to the August 26th, 2019 Planning and Zoning Commission meeting. PUBLIC HEARING: Rezoning 10. Case No. Z-2019-12. (Chad & Elizabeth Szuba) An application to rezone approximately 25,157 square foot of an approximately 1.38 tract of land known as 730 Friedens Road Street to accommodate an existing single-family residence, from C-2 General Business District to R-1E Single-Family Residential District. The subject property is located in Ward 3. PREMINARY PLAT 11. Case No. SUB-2019-12. (Chad & Elizabeth Szuba) A Preliminary Plat application to re-subdivide 730 Friedens Road into two (2) lots. Property is currently zoned C-2 General Business District and is approximately 1.38 acres in size. The subject property is located within Ward 3. PUBLIC HEARING: Conditional Use 12. Case No. CU-2019-17. (Michael McGuire – St. Louis Comedy LLC) An application for a Conditional Use Permit from §400.200(C)(1)(a) for an auditorium use within the HCD Historic Commercial District and within the SMPD South Main Preservation District, located at 524 South Main Street. The subject property is approximately 13,860 square feet in area and is located in Ward 2. PUBLIC HEARING: Text Amendment: 13. Case No. TA-2019-07. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.050 Definitions, §400.210 “C-1” Neighborhood Business District, and §400.420 Bed and Breakfast Establishments. This amendment would revise regulations for bed and breakfast uses operating within non-residential zoning districts. Planning and Zoning Commission Agenda Page 2 DISCUSSION ITEM 14.
