MINUTES of the JOINT MEETING of the PLAN COMMISSION and TOWN BOARD Wednesday, November 6, 2024 St. Joseph Town Hall / Online CALL TO ORDER by Chair Anton Rang at 6:30 pm STATEMENT OF PUBLIC NOTICE read by Chair Anton Rang ROLL CALL: Chair Anton Rang, Carol Loncar, Eric Lorenz, Joanne Kocik, Chris Matter, Theresa Johnson, Rick Caruso. Not Present: Craig Sykora, Dave L’allier PLEDGE OF ALLEGIANCE recited ADOPTION OF AGENDA: MOTION to adopt the agenda (Loncar/Lorenz). Motion carried. APPROVAL OF PRIOR MEETING MINUTES: MOTION to approve the meeting minutes from October (Loncar/Matter). Motion carried. PUBLIC COMMENTS: None ITEMS FOR DISCUSSION and/or ACTIONS BY COMMISSION 1. CSM — 1374 Fox Ridge Trail, 030-1083-10-000: Doug Zahler and Jeff Carlson discussed the CSM. Discussed the landscaping plan requirement. Chris Matter stated it does not appear that a landscaping plan is needed for this property. MOTION to recommend to the Town Board approval of the minor land division application for the applicant Jeff Carlson and Danielle Zenner at the property located at 1374 Fox Ridge Trail, Hudson (Matter/Caruso). Motion carried. 2. Preliminary Plat for major subdivision — 030-2064-70-101, 030-2064-60-101, 030-2064-50-000, NE ¼ NW ¼ S35 T30N R20W, government lot 1 S35 T30N R20W: Dan Kugel discussed the revisions to the concept. Discussed the proposed roads and future road plans for this subdivision. MOTION to delay the decision until improvements are made to the St. Croix Crossing plan (Caruso/Lorenz). Motion carried. 3. Ordinance reviews in progress.  Chapter 68, assemblies; including review of application form: Carol Loncar discussed the updated changes to Chapter 68. Discussed removing the financial security section. Adding “if required by the Town Board” to the financial security section, removing law enforcement and sanitary services. MOTION to approve Chapter 68 Events Ordinance and the Event Plan and Permit Application for Small and Large Events with the changes as outlined tonight and to send to the Board for approval (Loncar/Caruso). Motion carried.  Chapter 123, lakes & waterways: Chris Matter discussed the changes to Chapter 123. This will be brought back to the next meeting.  Chapter 130, mobile homes & mobile home parks. Teri Kelly discussed the changes to Chapter 130: remove “township” and replace with “town”; remove Town Clerk and Town Treasurer and replace with “Town Clerk/Treasurer”. Discussed the camping section changes. MOTION to approve Chapter 130 with the changes discussed (Johnson/Loncar). Motion carried. 4. Standing items. 4a. Review of budget; updates from county; update on complaints: Discussed ongoing campground issues and parking issues. 5. Date of next meeting: December 4, 2024; MOTION to change the date of the upcoming January 1st meeting to be held on January 8th at 6:30 pm (Rang/Loncar). Motion carried.
