City of Star Parks, Art & Beautification Committee (PABC) Monday, April 15, 2024, 6:31 PM 10769 W State St, Star, ID 83669 at Star City Hall 1A.1. Roll Call PRESENT: Vice Chair Chris Cox, Staff Liaison Ryan Field, Rod McClure, Arlene Nelson, Vicki O’Keefe, Claudia Sanders, Sue Speer ABSENT: Chair Gerri McCorkle, Council Member Jennifer Salmonsen 2A. Approval of Prior Meeting Minutes Rod made a motion to approve the 3/18/24 and 3/27/24 minutes, Claudia seconded. The vote was unanimous. 3. Member Reports 3A. Staff Liaison Report – Ryan Field  Ryan provided a copy of the veterans’ banners renewal report. The City collected $375 to date for renewals from last fiscal year’s purchases (15 @ $25 each). Another eight purchasers requested that we store the banners but have not paid yet for the renewal fee (potential of another $200) and fourteen purchasers did not indicate a preference whether they wanted their banner back or not (potential of another $350 if they renew).  Sue said she thought the cumulative profit of the veterans’ banner program was $2,000 as of 9/30/23. $1,300 was donated to Operation Grateful Hearts since then. PABC voted to split the profits 50/50 between Operation Grateful Hearts and a PABC veterans’ project, so it appears Operation Grateful Hearts was advanced $112.50 too much (50% of $2,375 received to date, less $1,300). As the City receives additional renewals or new sales proceeds, there will be an opportunity to catch up on PABC’s share. Ryan requested that PABC decide on a veterans’ project so that it can be communicated with the public.  Ryan said the veterans’ banners may be removed in mid-November rather than directly after Veterans’ Day since the new Art by the River (ABTR) banners could push back their initial installation.  Ryan suggested PABC decide on a schedule for marketing dog brick orders, possibly every six months, to allow for efficient shipping and installation.  City staff have started setting up the payment system to accommodate Art by the River (ABTR) and Pet Fair sponsorships and purchases, but some work has been delayed due Page 1 of 4 City of Star Parks, Art & Beautification Committee (PABC) Monday, April 15, 2024, 6:31 PM 10769 W State St, Star, ID 83669 at Star City Hall to City staff being out of the office on medical leave. Ryan requested that PABC set fixed prices when possible to reduce the possibility of confusion from the public about pricing.  Ryan said the City switched from Clover to Square for credit card processing, and he felt the Square system was working well. The City has four units and unless there is another event the same weekend, 2-3 units should be available for ABTR.  Ryan said there will be a concert at the Riverhouse the Friday night before Opera by the River (OBTR). The porta potties for the concert will remain over the weekend so they can be used for OBTR as well.  Opera by the River is not currently included in the PABC page on the City’s website or the City calendar. Ryan said he would follow up.  Arlene requested when the spring light pole banners will be installed, and Ryan will inquire. 3B. Treasurer Report – Arlene Nelson Arlene said the draft fiscal year end 9/30/25 budget approved at PABC’s 3/27/24 meeting was presented to the mayor with a $31,000 request for non-self-funding projects. Ryan mentioned the City’s budget workshops will start next month. Other than the Veterans’ banner renewal report, no other financial information was available for discussion so this topic will be deferred until a future meeting. 3C. Spring Clean Up – Sue Speer PABC is planning a trash pick-up event for Saturday, 4/27 along our two Adopt-a-Highway sections of State Street and New Hope Road. The “Girlfriend Gang” led by Crystal Spencer will also be volunteering for a clean-up project at the Star Senior Center. Everyone will meet at 9 AM at Star City Hall to sign waivers, receive a welcome message, and take a group photo before we split up to the various locations. The tentative plan is to meet at 8:30 AM to set up tables, but Sue will confirm that City Hall will be open with Gerri and Jennifer. The Star Lions will be having a trash pick-up event on Saturday, 4/20 along their Adopt-a- Highway section of State Street. If anyone else can join them, please meet at the Albertson’s parking lot at 9 AM (later corrected to 8:45 AM per a subsequent email from the Lions). We are trying to coordinate picking up and returning supplies with the Lions to save trips to ITD and ACHD. Lunaria Grant Update – Sue Speer Sue spoke with Gerri a few days ago and relayed information from her about the Lunaria grant and pollinator garden project. Gerri met with Master Gardeners Marj Dougherty and Mary Marlow to walk the proposed Westpointe Park site, and their feedback was that it would not be an ideal location due to mature trees, too much shade, and a lack of bathroom facilities. They proposed the west side of Blake Park instead, because the sun exposure was better and Blake Park has existing benches, restroom facilities, sprinkler systems, and a paved walking path for ADA access. Ryan mentioned that Mr. and Mrs. Blake specified certain uses for Blake Park and a pollinator garden project did not fit within their donor restrictions. 3E. Safety Rings Program Update – Chris Cox Chris said the mayor ordered ten more rings to be delivered by the end of May. Chris and Rod said HOAs have requested two rings and other HOAs are considering another four. They will follow up with their HOA board contacts first, and then a Facebook post may be considered to raise additional interest. 3F. Exercise Equipment Update – Claudia Sanders The mayor announced the installation of the exercise equipment at Hunters’ Creek Park on Facebook today, and Sue shared his post on the PABC Facebook page. Community feedback has been very positive so far. Claudia will follow up with Bob Little and his team to thank them for their hard work with the installation. 3G. Proposed PAB-sponsored Free Shred Day for Star Residents – Chris Cox Chris said Eagle is offering a free shred day for its residents. After discussion, PABC felt that it could be a good project but another group like the Chamber of Commerce might be a better fit to organize it. 3H. Event Committee Updates – Vicki O’Keefe a. Art by the River (ABTR)  Vicki brought a sample light pole banner for ABTR individual sponsorships. It is expected they will be sold for $100 at a cost of $50. Businesses can purchase a banner for $200 that includes their logo.  She said forty-six artist spots have been sold to date with seven remaining. She and Kevin will measure and count the available crafter spots, but thirty-three spots have been sold to date. Vicki said most of the artists and crafters are returning from prior years or have heard about the show from others, and she was very encouraged about the excitement from the artists/crafters community.  Vicki met with the account executive at Townsquare Media to discuss marketing the show. They anticipate beginning to advertise earlier than in prior years. Vicki said they may expand their reach to other radio stations (i.e., maybe a country station like 101.9). Dog Fair  Vicki said the pet fair has a good working team and they are developing plans for the event. One idea they had was to take pictures of pets in costume and create a calendar for sale.
