MINUTES STERLING HEIGHTS HOUSING COMMISSION September 12, 2023 Call To Order by President Venetis at 6:05 p.m. Pledge of Allegiance and Invocation. Roll Call. Present: Szatkowski, Venetis, Walker Absent: Taylor, Terry Present: Executive Director Teresa Jarzab, Sabrina Bollinger, Director of Affordable Housing Approval of Agenda . Moved by Szatkowski, support by Walker to approve agenda. Ayes: All. Approval of Minutes . Moved by Walker, support by Szatkowski to approve the August 8, 2023 minutes. Ayes: All. Executive Director Report. Jarzab congratulated the staff of a PHAS Score of 95 out of 100. Schoenherr Towers is still a High Performer PHA. Budget Introduction presentation by Sabrina Bollinger Walker asked if appliance repair protection was available to be purchased for future purchases. Bollinger said no because we are considered a commercial property. Szatkowski asked for clarification on revenue and expense accounts, Safety, technology, real estate taxes and trash expenses. Annual Plan Public Hearing Motioned by Szatkowski to open the public hearing, Second Walker The RAD is in support of the proposed Annual Plan and CFP Revisions Motioned by Szatkowski to close the public hearing, Second Walker Monthly Financial Reports. Moved by Szatkowski support by Walker to accept the Schoenherr Towers Operating Summaries Ayes: All. Moved by Walker support by Szatkowski to accept the Voucher Program Operating Summaries. Ayes: All. New Business 1 1. Monthly Management Reports . Szatkowski about the (4) Vouchers available. Bollinger stated that these vouchers are to support domestic violence victims. Moved by Szatkowski, support by Walker to accept the monthly management reports as presented by Fourmidable. Ayes: All. 2. Operating & Voucher Program Summaries (Register & Utility Payables ). Moved by Walker support by Szatkowski, to approve the housing assistance program register and utility payables as presented by Fourmidable. Ayes: All. Agenda 1. Moved by Szatkowski and Seconded by Walker, to approve the 2023 Streamlined Annual PHA Plan and sign certifications, under Resolution 2023-09-01. Ayes: All 2. Moved by Walker and seconded by Szatkowski , to approve 2023 – 2024 Budgets for the Sterling Heights Housing Commission Voucher Program and Schoenherr Towers Low Rent, under resolution 2023-9-02. 3. Moved by Szatkowski and Seconded by Walker , to approve the 2024 Voucher Program Payment Standards effective November 1, 2023, as presented under Resolution 2023-09- 3. Public Participation. Walker asked if any other Fourmidable managed properties are high performers beside than Schoenherr Towers. Bollinger stated not this reporting period. Resident stated that the new manager is doing a great job, Natalie is doing great work, and the Maintenance staff is doing a good job. Adjourn.
