To approve the Lease Termination Agreement between Clean Energy Innovations, LLC (dba LogiCoul Solutions) and the Local Development Finance Authority (LDFA). Ayes: All Nays: None Motion carried. To approve the renewal Lease Agreement between Kosch Dining Solutions, LLC and the Local Development Finance Authority (LDFA). Kosch Dining Solutions, LLC is renewing space “Kitchen” and #2-A consisting of approximately 2511.5 square feet at a rental rate of $3400.00/month. The renewal period is May 1, 2017 thru April 30, 2018, $3740.00/month May 1, 2018 thru April 30, 2019, $4114.00/month May 1, 2019 thru April 30, 2020. New Business To approve the Reimbursement Agreement between the Local Development Finance Authority and FCA US LLC and authorize the Chairperson to sign, as applicable, all documents required in conjunction with this approval. Mr. Bonner stated that FCA is investing 1.4 billion for production of the Ram Pickup resulting in hiring 700 new people at the Sterling Heights location. FCA was looking at two other North American plants. In negotiations with the City of Sterling Heights, MEDC and Macomb County, three incentives were offered. These incentives were – 1) a plant rehab tax abatement which freezes the value of the plant at today’s value over a 12-year period, 2) waiving building permit fees, not to exceed $60,000 and 3) reimburse Chrysler for eligible costs. Mr. Bonner explained that the city has budgeted $300,000 each year, for the last three years, to the general fund for Economic Development projects. Mr. Bonner is requesting approval of transferring the $900,000 from the general fund to the LDFA to complete this partnership with FCA. Ms. Eagen inquired if the decision to manufacture the Ram Pickup at this facility is contigent on approval of the fund transfer. Mr. Bonner stated yes, the reimbursement contract was negotiated on good faith with the city. Mr. Hunsberger asked if this fell within the district of the LDFA. Mr. Bonner stated yes. Mr. Lettang stated that the LDA is a conduit to transfer from the general fund. Mr. Bonner confirmed. Moved by Letttang, supported by Martin to approve the Reimbursement Agreement between the Local Development Finance Authority and FCA US LLC and authorize the Chairperson to sign, as applicable, all documents required in conjuction with this approval. Note the cost is $14,250, however the LDFA is recovering $1941 back in Net Asset Distributions and Loss Fund Distributions, for a net cost of $12,309. LDFA Business Sterling Heights, Michigan 4/24/17 AGENDA STATEMENT Item Title: LDFA award construction contract to Anglin Civil, LLC Submitted By: Denice A. Gerstenberg, City Development Director Executive Summary On December 3, 2015 the Local Development Finance Authority (LDFA) awarded a contract to Hubbell, Roth & Clark engineering consultants to complete an Improvement Plan for the LDFA/SMARTZONE district. Based on the Improvement Plan, bids were received for construction of the LDFA Improvements – Phase I Project. Upon review of the two bids submitted, Hubbell, Roth & Clark, Inc. recommend award of the contract to Anglin Civil, LLC in the amount of $496,765.55.
