Consent Agenda - An ordinance to accept and appropriate funds from the Chesapeake Bay Local Assistance Board for use in public education regarding the Chesapeake Bay Preservation Act Regulations – Second Reading Approved 7-0 7. Consent Agenda - An ordinance to appropriate non-local funds for use in implementing the initiatives of the Hall Place Neighborhood Conservation Plan – Second Reading Approved 7-0 8. Public Hearing - Conditional Use Permit C24-04, submitted by Quinton Barnes on behalf of Big Bear, LLC, property owner, to permit a nightclub in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance Approved 7-0 13. Public Hearing - Rezoning Request RZ6-04 (Conditional) submitted by Robert T. Williams of Tri-City Developers, LLC on behalf of Church of God and Saints of Christ, property owner, for a zoning change for 8.62 acres (Tract No. 2A) from RM, Residential Medium Density, to RU, Residential Urban, and for 6.56 acres (Tract No. 2B) from RM, Residential Medium Density to RU, Residential Urban. For rezoning 7.15 acres (Tract No. 3) from RM, Residential Medium Density, to RU, Residential Urban, for rezoning 5.23 acres (Tract 4) from OI, Office-Institutional to RU, Residential Urban. For rezoning 5.51 acres (Tract 9) from RU, Residential Urban to OI, Office –Institutional District and the relocation of the Municipal Parcel from Tract 11 to Tract 6B Approved 7-0 14. Public Hearing - Rezoning Request RZ14-03 (Conditional), submitted by Bob Arnette of Coastal Virginia Developers, on behalf of the Lancaster Farms Pension Fund and the Estate of Mary E. Bunch, property owners, for a change in zoning from RR, Rural Residential, to TND, Traditional Neighborhood Development (conditional), for 61.02 acres Approved 6-1 (Vice Mayor Bennett voted in opposition.) 15. Public Hearing - A public hearing regarding the consideration of requesting the Virginia Department of Transportation to transfer maintenance responsibilities for all public roadways within the Nansemond Taxing District to the City of Suffolk for maintenance The public hearing was held as advertised. It was the consensus of City Council that this item be placed on the March 16, 2005, City Council meeting agenda for consideration. 2 16. Motion - Franchise proposals at the Suffolk Executive Airport A motion for City Council to authorize the City Manager to negotiate for acceptance of two Airport Proposals for development of Lot 6A and Lot D-1. Approved 7-0 A motion for City Council to reject all proposals for development of Lots C1, C1, C3, C4, C5, C6, and 8. Approved 5-2 (Council Member Johnson and Council Member Milteer voted in opposition.) 17. Motion - Schedule a Work Session for March 2, 2005, at 4:00 p.m., unless canceled. Approved 7-0 18. Late Appearance - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances. 19. Announcements and Comments from Council Members 20. Adjournment 3
