Special Presentations - Presentation by the Colonial Coast Girl Scout Council No City Council action was required. - Presentation of the 2005 Class of the Suffolk Leadership Academy No City Council action was required. 5. Consent Agenda – Approval of the minutes Approved 6-0-1 (Vice Mayor Bennett was excused.) 6. Consent Agenda – An ordinance to accept and appropriate donations for use by the Department of Parks and Recreation – Second Reading Approved 6-0-1 (Vice Mayor Bennett was excused.) 7. Consent Agenda – An ordinance to accept and appropriate funds from the Commonwealth of Virginia Department of Aviation and to provide for a local cash match – Second Reading Approved 6-0-1 (Vice Mayor Bennett was excused.) 8. Consent Agenda – An ordinance to accept and appropriate funds from the Unappropriated Fund Balance of the General Fund for a review and update of the Cash Proffer Study – Second Reading (This item was continued from the February 2, 2005, City Council Meeting..) Approved 6-0-1 (Vice Mayor Bennett was excused.) 9. Consent Agenda - A resolution to allow early expenditure by the School Board for the construction of Creekside Elementary School – As Amended Approved 6-0-1 (Vice Mayor Bennett was excused.) 10. Consent Agenda – A resolution in support of the Commonwealth Railway project in the City of Suffolk Approved 6-0-1 (Vice Mayor Bennett was excused.) 1 11. Consent Agenda – A resolution authorizing the City Manager to amend the Master Water Plan Update Engineering Agreement Approved 6-0-1 (Vice Mayor Bennett was excused.) 12. Consent Agenda – A resolution repealing Resolution Number 04-R-046 concerning certain public improvements between Commerce and South Main Streets Approved 6-0-1 (Vice Mayor Bennett was excused.) * * * * * * * * * * * * * 13. Public Hearing – A public hearing regarding the revision and amendment to Chapter 42 of the Code of the City of Suffolk, by amending Article II, Rental Certificate of Occupancy An ordinance to amend and restate Ordinance #122-86 originally enacted on December 3, 1986, amending Chapter 42 of the Code of the City of Suffolk, by amending Article II, Rental Certificate of Occupancy. Approved 6-0-1 (Vice Mayor Bennett was excused.) 14. Public Hearing – A public hearing regarding the condemnation of real estate owned by Wolverine Property Company, in the 500 block of North Main Street (Rite Aid Property) A resolution declaring that a public necessity exists from the construction, reconstruction, operation, alterations, maintenance and repair of public utility and related facilities and equipment, sidewalk improvements, and for municipal purposes generally, in an on certain real estate owned. Approved 6-0-1 (Vice Mayor Bennett was excused.) 15. Resolution – A resolution requesting the Virginia Department of Transportation to transfer maintenance responsibilities for all public roadways within the Nansemond Taxing District to the City of Suffolk for Perpetual Maintenance. (This item was continued from the February 16, 2005, City Council Meeting.) This item was continued to the April 20, 2005, City Council meeting. Approved 6-0-1 16. Staff Report – Update on the status of the project design and construction schedule for the North Suffolk Library No City Council action was required. 17. Staff Report – Economic Development Briefing - Modeling and Simulation Initiative No City Council action was required. 18. Motion – A motion to schedule a Work Session for April 6, 2005, at 4:00 p.m., unless canceled Approved 6-0-1 (Vice Mayor Bennett was excused.) 2 There was a motion to amend the agenda to consider the following items and all of these items were approved by a vote of 6-0-1 (Vice Mayor Bennett was excused.) An appointment to the Fine Arts Commission – Pam Pruden An appointment to the Industrial Development Authority – Dennis Gartman An appointment to the Planning Commission - Ritchie A. Jordan An appointment to the Tidewater Regional Group Home Commission - Jeneen White An appointment to the Welfare Advisory Commission Parks and Recreation Advisory Commission – Catherine Jones A motion to schedule a Special Meeting with Congressman J. Randy Forbes on Tuesday, March 29, 2005, 10:00 a.m., City Council Chamber. 19. Late Appearance – (Late appearances are limited by Section 2021 of the City Code to give (5) Minutes per speaker.
