Consent Agenda - An ordinance to accept and appropriate a Drug Court Discretionary Grant from the United States Department of Justice Office of Justice Programs and to provide for a local cash match – Second Reading Approved 7-0 7. Consent Agenda - An ordinance to accept and appropriate a Justice Assistance Grant (JAG) from the United States Department of Justice - Second Reading Approved 7-0 8. Consent Agenda - An ordinance to accept and appropriate a State grant award from the Department of Environmental Quality for the Litter Prevention and Recycling Program - Second Reading Approved 7-0 9. Motion - A motion to schedule a Work Session for October 19, 2005, at 4:00 p.m., unless canceled. Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: Mayor Bobby Ralph and Vice Mayor Leroy Bennett were designed as the voting delegate and alternate delegate, respectively, to the Virginia Municipal League Annual Conference and National League of Cities Annual Conference Approved 7-0 17. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances. No City Council action was required. 18. Announcements and Comments from Council Members No City Council action was required. 19.
