Consent Agenda - An ordinance to accept and appropriate a Bulletproof Vest Partnership Program Grant from the United States Department of Justice – First Reading Approved 7-0 7. Consent Agenda - An ordinance to accept and appropriate $32,675 from the United States Department of Agriculture Summer Food Service Program - First Reading Approved 7-0 8. Consent Agenda - An ordinance to accept and appropriate donations to the City - First Reading Approved 7-0 9. Consent Agenda - An ordinance to accept and appropriate funds from the Commonwealth of Virginia Technology Trust Fund for implementation of an integrated Land Information System in the Office of the Clerk of the Circuit Court - First Reading Approved 7-0 10. Approved 7-0 15. Motion – A motion to cancel the December 7, 2005, Regular City Council Meeting. Approved 7-0 A motion to amend the agenda to consider the following items was approved by a vote of 7-0: Appointments to the Southeastern Service Authority Board – Vice Mayor Leroy Bennett as the voting member and Assistant City Manager James Vacalis as the alternate voting member. Approved 7-0 A resolution approving the submission of the 2006 Legislative Agenda as amended. Approved 6-1 (Vice Mayor Bennett voting in opposition.) A resolution of the Suffolk City Council authorizing the City Manager to amend the Suffolk Recreational and Charitable Association, Incorporated, agreement. Approved 7-0 A motion to schedule a public hearing at the November 16, 2005, City Council meeting to receive public comment on the sale of the former Thomas Jefferson Elementary School site. Approved 7-0 16. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council.
