ITEM: Plan of Finance Update - VRA Refunding Opportunities
Davenport & Company, the City's financial advisor, will provide City Council with information on
VRA refunding opportunities of water and sewer revenue bonds.

The Director for Capital Programs & Buildings, along with the design consultant, Quinn Evans,
will provide City Council with an update on the Central Library project to include design status,
design approach, project scope, budget, and schedule with milestone dates.

ITEM: Special Presentation – Recognition of City Treasurer Ronald H. Williams,
recipient of the L. Gene Harding Lifetime Achievement Award
The employees of the City Treasurer’s Office have requested City Council to recognize City
Treasurer Ronald H. Williams’ receiving the L. Gene Harding Lifetime Achievement Award
from the Treasurers’ Association of Virginia. Mayor Mike Duman and Dinah Babb, Franklin
City Treasurer and President-Elect of the Treasurers’ Association of Virginia, will present the
award to Mr. Williams.

ITEM: Special Presentation – 43rd Annual Suffolk Peanut Festival
This year marks the 43rd Anniversary of Suffolk’s premier festival. The Tourism Manager will
provide City Council with an overview of the activities planned for this year’s event.

ITEM: Consent Agenda - An ordinance authorizing the issuance and sale of revenue
bonds by the City of Suffolk, Virginia, and establishing the terms, details, and
provisions for the payment thereof
The City has the opportunity to participate in a pooled refinancing with the Virginia Resources
Authority (VRA) in October 2021. Attached for Council's consideration is an ordinance to
authorize the refinancing of certain water and sewer revenue bonds at a lower interest rate to
obtain financial savings for the City's Utility Fund.
RECOMMENDATION:
Adopt the attached ordinance
