A. REZONING REQUEST RZ01-09 (Conditional), submitted by J. Randall Royal, of Kimley-
Horn and Associates, Inc., on behalf of Joyce D. Brinkley, Northgate, L.L.C. and Northgate II,
L.L.C., property owners, to rezone approximately 23.3 acres as follows:
● From M-1, Light Industrial Zoning District to OI, Office Institutional Zoning District for
approximately 4.3 acres,
● From RR, Rural Residential Zoning District to OI, Office-Institutional Zoning District for
approximately 8.2 acres,
● From RR, Rural Residential Zoning District to B-2, General Commercial Zoning District for
approximately 10.4 acres, and
● From RR, Rural Residential Zoning District to M-1, Light Industrial Zoning District for .4
acre.
The property affected is located on the east side of Godwin Boulevard between Medical
Parkway and the Hillpoint Planned Development and is further identified as Tax Map 26,
Parcel 3*2B, and portions of 3*1, 3*2, and 3*3, Chuckatuck Voting Borough.
B. CONDITIONAL USE PERMIT REQUEST C02-09, submitted by J. Randall Royal, of
Kimley-Horn and Associates, Inc., on behalf of Northgate, L.L.C., property owner, for a Large
Shopping Center and/or Big Box Retail (greater than 120,000 square feet) within the existing
Godwin Commerce Park, on approximately 26.7 acres in accordance with Sections 31-306,
31-406, and 31-715 of the Unified Development Ordinance. The affected parcel is located on
the east side of Godwin Boulevard between Medical Parkway and Corporate Lane and is
further identified as a portion of Tax Map 26, a portion of Parcel 3*3, Chuckatuck Voting
Borough, zoned B-2, General Commercial Zoning District.
C. EXCEPTION REQUEST EX1-09, submitted by David N. and Teresa E. Sheffield, property
owners, to permit an encroachment of a detached garage into a portion of the 100-foot RPA,
buffer. The affected property is located at 2625 South Nansemond Drive and is further
identified as Tax Map 11A, Parcel 88, Sleepy Hole Voting Borough, zoned RLM, Residential
Low-Medium Density Zoning District.

D. ORDINANCE TEXT AMENDMENT OA1-09, initiated by the Suffolk Planning
Commission for amendment to Section 31-415 (c)(6), Chesapeake Bay Preservation Overlay
District, of the Unified Development Ordinance for allowing optional designs of septic
systems that are consistent with 9VAC10-20-120, General Performance Criteria, of the Code
of Virginia.
