3. Preliminary Subdivision Plats:
A. PRELIMINARY SUBDIVISION PLAT PS07-09, River Bluff at Hillpoint, submitted by
Eric Garner, LS, of WPL, applicant, on behalf of Bribra Hillpoint Corporation, property
owner, for the purpose of amending the approved preliminary plat to create 33 new
residential parcels totaling 117 parcels on 65.768 acres. The property affected is located
on the south side of Hillpoint Road and adjacent to the Nansemond River, and is further
identified as Tax Map 26F, Block 2, Parcel N*2, Chuckatuck Voting Borough, zoned PD,
Planned Development Overlay District.
B. PRELIMINARY SUBDIVISION PLAT PS02B-07, Northgate Commerce Park,
submitted by Kelly Holloman, of Landmark Design Group, on behalf of Buzz Upton and
Prologis, property owners, for the purpose of amending the approved preliminary plat to
create 13 new industrial parcels on 602.52 acres. The properties affected are located south
of Nansemond Parkway and adjacent to Northgate Commerce Parkway, and are further
identified as Tax Map 20, Parcels 22, 35, 36A, and 51, Nansemond Voting Borough,
zoned M-2, Heavy Industrial Zoning District.
4. Public Hearings:
A. REZONING REQUEST RZ12A-06, FOXFIELD MEADOWS (CONDITIONAL),
submitted by Whitney Saunders, of Saunders and Ojeda, applicant, on behalf of Cloverleaf
Development, LLC, property owner, for an amendment to proffers submitted with rezoning
approximately 73 acres from CP, Commerce Park, and RL, Residential Low Density, to RLM,
Residential Low Medium Density District for 78 single family lots and RU, Residential Urban
District for 114 age restricted attached units. The amended proffered conditions would
eliminate the “age-restricted” designation, change certain traffic improvements and add cash
proffers for schools. The affected property is located on the west side of Pitchkettle Road and
south of the Route 58 Bypass and is further identified as Tax Map 34, Parcel 24, Suffolk
Voting Borough. The 2026 Comprehensive Plan identifies this parcel as part of the Central
Suburban/Urban Growth Area (Inner Ring Suburban).

5. Old Business:
A. EXCEPTION REQUEST EX2-09, submitted by Mark S. and Bonnie M. Drake, property
owners to permit an encroachment of a detached single family dwelling and associated
driveway into a portion of the 100-foot Resource Protection Area (RPA) buffer. The affected
property is located at 1648 Ronald Drive and is further identified as Tax Map 33C (2) Parcel
12*12A, Holy Neck Voting Borough, zoned RLM, Residential Low-Medium Density Zoning
District.
