Bicycle and Pedestrian Advisory Committee Meeting
July 21, 2021
In person and Zoom meeting 9:00 a.m.
Attendees:

Call to Order: Chairman Mike Peebles 9:01am
I. Public Comment
none
II. Acceptance of Minutes: Minutes from the May 19th meeting minutes
III. New Business: Kyle James discussed the SCDOT policy new directives
New complete streets directive 28, all plans and projects in the area MUST be looked at by
the Regional bicycle plan, and needs to be reviewed by BCDCOG, in addition to local plans.
Town needs to sign off on maintenance of sidewalks
Directive ED-22 ALL resurfacing projects need to add a 4 foot shoulder bike lane with
markings.
Discussed the SC highway 61 project and the need for multiuse paths to accommodate the
neighborhoods in the area that connect to the multiple schools, ARHS, Beech Hill Elementary,
Rollings, Sand Hill Elementary, a projected new school being built on highway 61 near beech
hill. Also to accommodate the new Ashley River Park on 165. In addition to multiuse path
the need for bike lanes on highway 61 from 165- 17a.
Town of Summerville vision plan being revised with the idea of access to K-12 schools from
local neighborhoods.
Resurfacing projects are to be listed with an online interactive map
PJ Harbert, Grant writer for the town of Summerville
If we come across any grants the committee might be interested in to let her know,
specifically for biek and pedestrian, bike pump stations on sawmill branch trail.
Introduction of new BPAC staff members, AJ Anastopoulo, town engineer in new point of
contact.
IV. Old Business:
1. Update town bicycle plan
All members to review the current plan and makes comments, Gene to gather
comments and come up with a “committee plan”. Discussed a possible workshop to
iron out comments. Goal is to have this complete end of year and present to council.
John Mott proposed a monthly meeting to work cohesively on this plan, John Thurmes
2nd the motion.
2. Sawmill Branch Trail
a. Alternative route for trail during BMG phase 3 construction- discussed having a
committee consensus for the alternative route during the closure of the trail.
Safety of access during and after construction.
b. The idea of having a path on both sides of the canal would increase access for
outdoor activities.
c. Discussed the trail systems master plan
i. Amy shared the master plan name, signage, waiting for approval from
town and county on the logo. Discussed the signs at the entrances of each
trailhead and neighborhoods.
3. Sidewalk Inventory- school kids back to school in august, working with town GIS
director to compile data.
