City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, March 20, 2014 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Manitakos called the meeting to order at 6:30 p.m. SALUTE TO THE FLAG ROLL CALL Present 7 - Vice Chair Kevin Jackson Commissioner David Jones Commissioner Richard Kolber Chair James Manitakos Jr. Commissioner Angela Rausch Commissioner Cathy Switzer Commissioner Kyle Welch Council liaison Meyering absent. PRESENTATION None. PUBLIC ANNOUNCEMENTS Vice-chair Jackson updated the BPAC on County BPAC activities regarding a County bicyclist anti-harassement ordinance and Transportation Fund for Clean Air grants. He announced a Council study session scheduled for April 29 on the Mathilda/237 interchange project. He announced that the City Council approved a Department of Public Safety grant application for Office of Traffic Safety funding with BPAC suggestions incorporated. He discussed SB 743, recent legislation regarding roadway level of service in transit priority areas. CONSENT CALENDAR Commissioner Manitakos, Jr. moved and Commissioner Switzer seconded the motion to approve the consent calendar. The motion carried by a unanimous vote. After discussion, the Chair requested that staff agendize an item for the next meeting. Ralph Durham, Planning Commissioner speaking as a private citizen, discussed level of service standards and technology for tracking bicycling trip making. Commissioner Welch indicated that he may be able to invite a representative from a technology company to present at a future BPAC meeting. PUBLIC HEARINGS/GENERAL BUSINESS 3 14-0341 Review and Recommend Transportation Development Act Article 3 Bicycle and Pedestrian Funding Priorities for FY 14/15 Grant Cycle Motion by Manitakos, second Jackson, to approve the staff recommendation with the comment that all projects are worthwhile but the Commission particularly supports the Fair Oaks Avenue Bike Lanes; the Maude Avenue Bike Lanes, and the Priority Development Area Safe Routes to School projects. Staff should utilize its professional discretion in crafting a matching funds strategy. NON-AGENDA ITEMS & COMMENTS None. COMMISSIONER ORAL COMMENTS Vice-Chair Jackson requested an update on the Mary Avenue bike lanes and neighborhood bike route projects. He noted that a light is burned out at the library bike locker shelter. He inquired about the status of the Stevens Creek Trail project. He observed that there were no accomodations for bikes in the westbound direction of Homestead Road in the Apple construction zone. Commissioner Kolber summarized a public meeting by the County on Lawrence Expressway grade separations. STAFF ORAL COMMENTS None.
