City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, July 17, 2014 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Acting Chair Jackson called the meeting to order at 6:30 p.m. in the West Conference Room. ROLL CALL Present 4 - Vice Chair Kevin Jackson Commissioner Richard Kolber Commissioner Angela Rausch Commissioner Kyle Welch Absent 2 - Commissioner John Cordes Commissioner David Jones Status of an absence: Commissioner Corde's absence is excused. Commissioner Jones' absence is excused. Council Liaison attendance: Council Liaison Dave Whittum (present) PRESENTATION Acting Chair Jackson gave an update on the bike share study Issue that is currently in progress and noted that the VTA BPAC agenda for the month of July has a pilot program on a bike share study that is going extremely well. David Simon, VTA BPAC representative, announced that the VTA BPAC had a workshop on County plans and opportunities. He added that the BPAC subcommittee has not had the opportunity to meet but anticipates that a Anti-Harassment Ordinance will be drafted in the next two months. PUBLIC ANNOUNCEMENTS Acting Chair Jackson discussed recent press on legislature and other issues. Other updates included Community Choice Aggregation, meeting at Heritage Park Museum on July 23, Safe Routes to School Program meeting on August 13. CONSENT CALENDAR 1. A 14-0714 Revised Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of June 19, 2014 Acting Chair Jackson asked that the minutes be revised to show the correct roll call. 1. B 14-0713 2014 Work Plan Acting Chair Jackson stated that the 2014 Work Plan was not attached for review. He made referenced to the Work Plan from March and stated that he recalled the Lawrence Station Plan would be reviewed in July. Jack Witthaus, Transportation and Traffic Manager, stated it would be reviewed in September. Acting Chair Jackson asked for a vote to approve the Consent Calendar. The motion carried by the following vote: Yes 4 - Vice Chair Jackson Commissioner Kolber Commissioner Rausch Commissioner Welch No 0 Absent 2 - Commissioner Cordes Commissioner Jones PUBLIC COMMENTS Robert Neff, Private Citizen, expressed his concerns about Moffett Park Drive and stated that there are few alternates for east and west riders. He also expressed concerns about Innovation Drive and Bordeaux stating there are no bike lanes. He encouraged the BPAC members to maintain access along the corridor and recognize that it is useful for local riders but also for regional use and try to figure out ways that will reduce stress to bicyclists by implementing bicycle lanes or reconfiguration offering an off street alternative. Acting Chair Jackson asked staff to look into the item and stated that the briefing they had about the Mathilda 101/237 reconfiguration plan did not give a high level City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 17, 2014 Commission of detail. Mr. Witthaus announced that bids were received to put in bike lanes in upcoming weeks on Moffet Park Drive and Enterprise to Innovation. He added that negotiations are in place with the County of Santa Clara to take over Manila Drive and put in formal bike lane legends. Mr. Witthaus then announced that the City is proposing sharrows between Innovation and Mathilda and noted that even though that section is constrained the Mathilda/237 project will provide the opportunities to improve that connection. Mr. Witthaus then announced that a trail is being built along the West Channel. It will be a better connection to the Bay Trail. Mr. Witthaus then gave updates regarding bike improvements. PUBLIC HEARINGS/GENERAL BUSINESS 2 14-0711 Utility Bill Stuffer The BPAC provided suggestions for modifying the bill stuffer. Commissioner Welch suggested using QR codes on the Utility Bill to point to the law it pertains to. 3 14-0710 Election of Chair and Vice Chair Acting Chair Jackson stated his understanding of the roles and responsibilities of Commission Officers. Acting Chair Jackson asked if there were nominations for Chair. Kyle Welch and Kevin Jackson were nominated for Chair. Election of Officers will return next month. It was suggested that the Vice Chair also be elected next month. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Welch expressed concerns about car yielding to pedestrians in crosswalks. He asked about crosswalk stings and if Sunnyvale had ever done that in the past. Mr. Witthaus responded and noted that it is periodic and based on grant revenue being secured. Acting Chair Jackson stated that if a violation is witnessed it can be reported to Public Safety and noted that the traffic unit has a voicemail number where you can report violations. Acting Chair Jackson commented on the Mathilda/ 237 project and stated that he received an email from another cyclist who tried to look at the diamond video and said it was not working. Acting Chair Jackson then spoke about a concern from a resident regarding no pedestrian facilities on the frontage road near one of the Borregas bridges on Persian Drive on the stretch between Borregas and Morse Avenue. He asked staff to look into the possibility of adding a sidewalk there. Vice Chair Jackson also suggested another Study Issue and stated that they have been a Bike Friendly Community at the bronze level and stated that perhaps they should have a Study Issue to see what it would take for them to move up to the silver level at the next renewal. The BPAC did not take action to approve the issue. Vice Chair Jackson stated that he would like to invite the new City Manager to come and visit one of the BPAC meetings. -Staff Comments Mr. Witthaus apologized to the BPAC members for not having the Information Only items on the agenda. It was unclear why the items were not listed. Vice Chair Jackson suggested that Mr. Witthaus send out the information to the BPAC members to keep them informed of what is going on. City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final July 17, 2014 Commission Mr. Witthaus also announced that the open bids for the “mega bike lane project” that includes bike lanes on Mathilda, Wildwood, Moffet Park Drive, El Camino Real and Java/Fair Oaks received one bid but are within the project budget. The City has worked with the company in the past and is looking forward to moving that project forward into construction. Commissioner Kolber asked for an update on the Mary Project. Mr. Witthaus stated that the City also only received one bid for design services so the one bid is being evaluated to see if it is acceptable or not. Mr. Witthaus added that a realistic completion date for the project is mid 2015. Council member Whittum announced that there will be a couple of Strategic Workshops with Council in August and they are open to the public. He then announced that there is a new designated VTA representative for our area by the name of Manolo Gonzalez-Estay and he will be running a couple of outreach meetings regarding BRT, Express Lane Projects and the North South Study. Councilmember Whittum also announced that Council approved budget in June for 1 million dollars for maintaining sidewalks. Councilmember Whittum announced that he was very happy to be serving as the Council Liason for the BPAC and thanked Mr. Witthaus on his efforts for all the upcoming bike lane projects.
