City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, February 18, 2016 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jones called the meeting to order at 6:34 p.m. in the West Conference Room. ROLL CALL Present 4 - Chair David Jones Commissioner Kevin Jackson Commissioner Richard Kolber Commissioner Kyle Welch Absent 3 - Vice Chair John Cordes Commissioner Margaret Okuzumi Commissioner Angela Rausch Status of an absence: Commissioner Cordes, Commissioner Okuzumi, and Commissioner Rausch absence is excused. Council Liaison attendance: Council Liaison Larsson absent. ORAL COMMUNICATIONS Carol Shariat, Principal Transportation Engineer/Planner, introduced Gina Ross as the new Administrative Assistant for the Transportation and Traffic Division of Public Works. Commissioner Jackson mentioned a group of parents of students at Homestead High School were upset about their children walking and cycling on Mary Avenue and constantly having run-ins with motorists. The parents sent concerned emails to Council. He then noted a Study Session on March 15 to discuss the City's Bicycle Program. Commissioner Jackson recommended that Staff provide Council with information on effectiveness of green bike lanes. He also asked Staff to provide Council with other information including lane widths, motor vehicle speed, and volume information on Mary Avenue. CONSENT CALENDAR 1. A 16-0202 Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of January 21, 2016 Commissioner Kolber moved and Commissioner Jackson seconded the motion to approve the Consent Calendar. The motion carried by the following vote: Yes 4 - Chair Jones Commissioner Jackson Commissioner Kolber Commissioner Welch No 0 Absent 3 - Vice Chair Cordes Commissioner Okuzumi Commissioner Rausch PUBLIC HEARINGS/GENERAL BUSINESS 2. 16-0204 Transportation Development Act (TDA) Funding Recommendation Chair Jones opened the Public Hearing. He asked for a staff report on Transportation Development Act (TDA) Funding Recommendation. Ms. Shariat gave a staff report on the TDA Funding Recommendation and noted that this would only be a discussion and voting will be next month. She discussed projects that Staff felt should proceed in this next round of call for projects. Staff discussed that many of the projects that were on the list were actually high collision locations in the bike plan and some of the projects were projects that Shahid Abbas, Transportation and Traffic Manager is trying to get grants for. Staff discussed the list of prioritization of projects and welcomed any input. It was noted that only one project will move forward with money allocated. Commissioner Jackson commented that they have been waiting for the continuous North and South route and they cannot give up now. Commissioner Jackson discussed the number of crashes for each project listed and noted that it is hard to determine if the number is high or low. He also noted that readiness is one of the City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 18, 2016 Commission Transportation Development Act (TDA) requirements as they have to be ready to go and complete within 3 years. Commissioner Jackson then spoke about the Mary Avenue bike project report and noted that it costs $1.83 million and the City having $1.1 million to build the project. He expressed his concerns with the rising cost of Mary Avenue and other City projects. Commissioner Jackson also suggested reaching out to VTA to acquire additional money. Commissioner Kolber asked if there was a possibility on Mary Avenue of finding other sources for the additional $730,000. Staff responed yes and will try to obtain funding from other grant opportunities. Commissioner Jackson would like the Mary Avenue project to move forward. He would like to use the TDA funds to complete Mary Avenue or portions of it at a time. Chair Jones and Commissioner Welch agreed. Commissioners did not take action on this item. 3. 16-0205 Utility Bill Insert Concepts Chair Jones asked for a Staff report. Staff stated that they would like to get BPAC to suggest and discuss ideas for this year's Utility Bill Stuffer and be ready for the July-August bill cycle. Commissioner Jackson brought in past flyers for all to review. Commissioner Kolber wanted updates on the Stevens Creek Trail that Council voted on. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS Commissioner Comments Commissioner Jackson mentioned that the Work Plan included in the January packet did not reference a bike map update. He asked if it is going to occur this year. Staff stated that next month they will hear the Bike Friendly Silver Level report and information pertaining to the bike map update. A Consultant will give a presentation and BPAC will also see the Report to Council. School at 6:30-8:00pm. Maude Ave bike way and street scape design concepts from Mathilda to Fair Oaks and is seeking public input.
