City of Sunnyvale Meeting Minutes - Final Sustainability Commission Tuesday, February 16, 2016 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:04 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison – Jim Davis (absent) PRESENTATION 1 16-0188 PRESENTATION - Preview of CAP monitoring and 2014 GHG inventory results Nupur Hiremath, Sustainability Coordinator, provided a preview of the CAP implementation status, GHG inventory updates, and proposed changes to the CAP based on data collected for the 2016 CAP biennial report. The Commission provided initial feedback, and discussed how the inventory updates and comparison to the 2008 baseline may be used to guide their feedback on the CAP biennial report. Staff requested Commission feedback on: (1) identifying how the City can achieve the larger goal of reducing emissions in the longer term; and (2) suggesting a few key topics/actions for the City to focus on, based on the City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final February 16, 2016 Commission’s expertise, in the coming years as implementation proceeds. The CAP biennial report will be reviewed by the Commission in March 2016 and will be submitted to Council in April 2016. ORAL COMMUNICATIONS None. CONSENT CALENDAR 2 16-0187 Draft Minutes of the Sustainability Commission Meeting of December 21, 2015 Commissioner Glaser moved and Commissioner Kisyova seconded a motion to approve the December 21, 2015 meeting minutes as submitted. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Glaser Commissioner Glazebrook Commissioner Hafeman Commissioner Kisyova No: 0 Commissioner Hafeman abstained as he was not present at the December meeting. PUBLIC HEARINGS/GENERAL BUSINESS 3 16-0189 Discussion of Draft 2016 Master Work Plan The Commission discussed focusing on the following limited number of topics but covering them in depth over the course of 2016: building energy code; transportation; and climate adaptation planning. City staff presentations and in-depth Commissioner presentations on these topics were scheduled as a part of the Work Plan. Commissioner Kisyova requested staff presentations on two additional topics: transportation (with a specific focus on traffic light and speed limit controls) and green building code updates (specifically how the City has incorporated California state code requirements into local codes). For in-depth review of code-related topics, Commissioner Glaser suggested that one or more Sustainability Commissioners attend Planning Commission study sessions on those topics to improve their knowledge of those specific areas, while taking advantage of staff City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final February 16, 2016 time that was already committed to such discussions. Chair Paton also announced that Council sponsored a proposed budget issue for funding a Sustainability Speaker series for inclusion and consideration a part of the 16-17 proposed budget. Although this funding has not yet been approved, the Commission discussed the timing and ideas for topics to focus on and incorporated a time to discuss the series further into the draft Work Plan. To ensure that the Commission stays on track with the proposed Work Plan, the Commission proposed the inclusion of a new standing item in their agenda: Work Plan Progress. This would be a monthly evaluation of whether the Commission was on track to follow the proposed Work Plan and a preview of agenda items for the upcoming meeting(s). Staff will work with City Clerk’s Office to determine approach for including in future agendas. The draft Work Plan was revised with staff input and additional scheduling changes may be made by staff to accommodate the Commission’s requests. The final Work Plan will be approved by the Commission at the March meeting. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES The Commission briefly discussed the study issue process and how it could be improved significantly through better and early collaboration with staff to ensure that study issues were eventually selected by the City Manager and Council. Staff will discuss with the City Manager how the study issue process can be made more collaborative between the Commission and staff. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Glazebrook provided information on a climate adaptation conference organized by Antioch University on the East Coast, and how a parallel conference may be organized on the West Coast soon (possibly in the Bay Area. He attended the Joint Venture Silicon Valley’s (JVSV’s) Silicon Valley Index presentation in San Jose and requested staff to provide follow-on information on whether Sunnyvale is working with JVSV and Google on a project on bike lanes. Commissioner Kisyova provided an update on her ongoing involvement with the El Camino Real (ECR) Plan Advisory Committee, including some key information she learned regarding the lack of control that cities have over traffic lights. The Advisory Committee anticipates making recommendations in the next two months. Commissioner Hafeman shared that Sunnyvale is the only city along the El Camino City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final February 16, 2016 Real Corridor between San Jose and San Francisco where the speed limit is as high as 40 miles per hour, but that it is also the only city with bike lanes on this road. -Staff Comments John Stufflebean, Director of Environmental Services Department, provided an update on recycled water. The City is extending the recycled water pipeline from Sunnyvale along Wolfe Road to the Apple 2 Campus, with future potential to extend to percolation ponds in Los Gatos. The final project bid cost is $8.7 million (below the originally estimated $11 million), and is funded by the Santa Clara Valley Water District, the City of Sunnyvale, and Apple.
