City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, May 16, 2018 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting CALL TO ORDER Chair Grossman called the meeting to order at 7:02 p.m. SALUTE TO THE FLAG Chair Grossman led the salute to the flag. ROLL CALL Present: 5 - Chair Joshua Grossman Commissioner Diana Gilbert Commissioner Ken Hiremath Commissioner Minjung Kwok Commissioner Elinor Stetson Absent: 2 - Vice Chair Avaninder Singh Commissioner Patti Evans Council Liaison Michael S. Goldman (present) PRESENTATION 18-0455 Recognition of Service Mayor Hendricks attended the meeting to present a certificate of appreciation to Commissioner Singh for his service on the commission during his current term which expires on June 30. He also thanked all other commissioners for their service. He answered some questions from the commissioners and a member of the public, and invited them to enjoy the light refreshments that were provided. ORAL COMMUNICATIONS Odila Peper commented on the recent application process for the upcoming affordable rental units at The Flats by CityLine in Downtown Sunnyvale. Motion carried by the following vote: Yes: 5 - Chair Grossman Commissioner Gilbert Commissioner Hiremath Commissioner Kwok Commissioner Stetson No: 0 Absent: 2 - Vice Chair Singh Commissioner Evans 1.A 18-0456 Approve the Housing and Human Services Commission Meeting Minutes of March 28, 2018 Approve the Housing and Human Services Commission Minutes of March 28, 2018 as submitted. 1.B 18-0458 Approve the Housing and Human Services Commission Meeting Minutes of April 18, 2018 Approve the Housing and Human Services Commission Minutes of April 18, 2018 as submitted. PUBLIC HEARINGS/GENERAL BUSINESS 2 18-0454 Review of Fiscal Year 2018/19 Recommended Budget Housing Officer Suzanne Isé gave a brief overview of the budget process and the materials provided in the agenda packet. Chair Grossman opened the public hearing at 7:35 p.m. No speakers. Chair Grossman closed the public hearing at 7:35 p.m. After asking questions of staff and discussion, Chair Grossman asked for a motion and noted that he was recusing himself from voting on this item. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final May 16, 2018 Commission MOTION: Commissioner Stetson moved and commissioner Kwok seconded the motion to recommend to Council that, in order to meet the growing needs for services in the community, they should increase the General Funds allocation for human services grants from $100,000 to $150,000. Commissioner Gilbert offered a friendly amendment to specify that the increase is recommended to start in FY 2018/19, and to be also increased for every year in the 20-year budget from $100,000 to $150,000. Commissioner Stetson accepted the friendly amendment. Motion carried by the following vote: Yes: 4 - Commissioner Gilbert Commissioner Hiremath Commissioner Kwok Commissioner Stetson No: 0 Absent: 2 - Vice Chair Singh Commissioner Evans Recused: 1 - Chair Grossman 3 18-0457 Consider Draft 2018 Housing and Urban Development (HUD) Action Plan Housing Officer Suzanne Isé gave a brief report and answered questions. Chair Grossman opened the public hearing at 8:17 p.m. Marie Bernard, Executive Director of Sunnyvale Community Services, spoke in support of the 2018 Action Plan as presented and expressed gratitude for the funding recommendations for the WorkFirst (DST) and TBRA (Abode) programs. Chair Grossman closed the public hearing at 8:29 p.m. MOTION: Commissioner Gilbert moved, and Commissioner Stetson seconded the motion to Recommend to Council Alternative 1: Approve the 2018 Action Plan as shown in Attachment 2 to the staff report. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Gilbert encouraged anyone that is availalble to attend the Budget Workshop on May 25 at 8:30 a.m. to do so. Staff also reminded the Commissioners of the opportunity to speak on this item at the June 12 Council Meeting. Commissioner Hiremath inquired about gathering information from similar commissions in other neighboring cities that may be facing the same challenges. Staff suggested that they might look at the web pages of other similar local boards and commissions, and read their minutes to see what issues and challenges they deal with. -Staff Comments None.
