City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, August 22, 2018 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Grossman called the meeting to order at 7 p.m. SALUTE TO THE FLAG Chair Grossman led the salute to the flag. ROLL CALL Present: 6 - Chair Joshua Grossman Commissioner Patti Evans Commissioner Diana Gilbert Commissioner Ken Hiremath Commissioner Minjung Kwok Commissioner Elinor Stetson Council Liaison Nancy Smith (present) ORAL COMMUNICATIONS None CONSENT CALENDAR 1.A 18-0569 Approve the Housing and Human Services Commission Meeting Minutes of May 16, 2018 MOTION: Commissioner Stetson moved and Commissioner Hiremath seconded the motion to Approve the Housing and Human Services Commission Minutes of May 16, 2018 as submitted. The motion carried by the following vote: City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final August 22, 2018 Commission Yes: 6 - Chair Grossman Commissioner Evans Commissioner Gilbert Commissioner Hiremath Commissioner Kwok Commissioner Stetson No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 18-0709 Update on Housing Strategy Director of Community Development, Trudi Ryan, provided a couple of handouts and background information regarding the Housing Strategy. She introduced Matt Kowta, Managing Principal at BAE Urban Economics, the leading consultant firm for the Housing Strategy, who also introduced the sub-consultants that will be working with his team on this project. Mr. Kowta gave an overview of the handouts, which included a preliminary schedule of the scope of work and high level outline of the topics and deliverables that have been identified to be studied and developed. He encouraged commissioners and members of the public to voice their suggestions. Chair Grossman opened the public hearing at 7:26 p.m. Sue Serrone inquired about the outreach and data gathering process. She also recommended to focus some solutions on zoning and to give additional consideration to "the middle housing" needs, e.g. teachers, firefighters, etc. who cannot afford to live/own in Sunnyvale. Mike Serrone noted that he is encouraged to be finally moving forward with this effort and still hopes that a multi-year approach is not taken for all the areas. He suggested that the "Palmer fix" should be able to be put in place sooner rather than at the end along with all the other considerations. Gail Rubino noted that she had suggested at the February Housing and Human Services Commission meeting to have a modular approach and not wait until the end to report on everything or act, and wished to reiterate the suggestion. She also inquired about how the public will be kept informed on and engaged in the progress. City of Sunnyvale Page 2 Housing and Human Services Meeting Minutes - Final August 22, 2018 Commission Jie Li expressed gratitude for the Sunnyvale Below Market Rate Home Ownership program that made it possible for her to be able to apply to become a home owner with her limited income. David Wessel inquired about the staff report that was referenced during the initial discussion of this item. Mr. Wessel also encouraged Mr. Kowta to involve the various organizations in Sunnyvale that are already very active around affordable housing issues such as; Liveable Sunnyvale and Sunnyvale Mobile Home Parks Alliance. Chair Grossman closed the public hearing at 7:42 p.m. Chair Grossman suggested to look for alternate sources of funding to advance affordable housing. Chair Grossman noted that this item required no action from the Commission. 3 18-0390 Election of Chair and Vice Chair for FY 2018/19 Chair Grossman asked if anyone was interested in serving as Chair and opened the floor for nominations. Commissioner Evans nominated Commissioner Gilbert for the office of Chair. Commissioner Gilbert accepted the nomination. Commissioner Kwok nominated Chair Grossman for the office of Chair. Chair Grossman accepted the nomination. Chair Grossman asked if anyone else was interested in serving. No one else expressed interest. Chair Grossman closed the floor for nominations and opened the floor for discussion. Chair Grossman called for a vote. Commissioner Gilbert was elected to the Office of Chair for FY 2018-19 with a vote of 4-2-0. Chair Grossman asked if anyone was interested in serving as Vice Chair and opened the floor for nominations. City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final August 22, 2018 Commission Commissioner Evans nominated Chair Grossman for the office of Vice Chair. Chair Grossman accepted the nomination. Chair Grossman closed the floor for nominations and opened the floor for discussion. Chair Grossman called for a vote. Chair Grossman was elected to the Office of Vice Chair for FY 2018-19 with a vote of 6-0-0. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None -Staff Comments Director Ryan informed the newly elected Chair and Vice Chair of the scheduled orientation by the Office of the City Clerk on August 30 for new Board and Commissions Chairs and Vice Chairs, and gave the commissioners a brief progress update on the recruitment for the new Housing Officer.
