City of Sunnyvale Meeting Minutes - Final Housing and Human Services Commission Wednesday, November 20, 2019 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 Special Meeting CALL TO ORDER Chair HIremath called the meeting to order at 7 p.m. SALUTE TO THE FLAG Chair Hiremath led the salute to the flag. CONSENT CALENDAR 1.A 19-1233 Approve the Housing and Human Services Commission Meeting Minutes of October 23, 2019 Chair Hiremath asked for a motion on item 1.A on the consent calendar MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to Approve the Housing and Human Services Commission Minutes of October 23, 2019 as submitted. The motion carried by the following vote: City of Sunnyvale Page 1 Housing and Human Services Meeting Minutes - Final November 20, 2019 Commission Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner White No: 0 1.B 19-1232 Approve 2020 Draft Master Work Plan Chair Hiremath asked for a motion on item 1.B on the consent calendar MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to Approve the 2020 Draft Master Work Plan as submitted. The motion carried by the following vote: Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner White No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 19-0990 Consider Approval of the 2019 Housing and Urban Development (HUD) Draft Amended Action Plan Housing Programs Analyst Leif Christiansen provided the staff report and answered questions. Chair HIremath opened the public hearing at 7:10 p.m. Sunnyvale Community Services Executive Director Marie Bernard gave an overview of the new facility that the requested funding will help purchase, spoke in favor of staff's recommendation and encouraged the commissioners to support it. MOTION: Commissioner Gilbert moved and Vice Chair Stetson seconded the motion to Recommend to Council Alternative 1: Approve the 2019 Amended Action Plan as shown in Attachment 3 of the staff report. The motion carried by the following vote: Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner White No: 0 3 19-1235 Final Consideration of Study and Budget Issues for 2020 Housing Office Jenny Carloni gave a short overview of the Study Issues process and how staff arrived at the recommendation. Chair Hiremath opened the public hearing at 7:20 p.m. Linda Sell and Joan Costar spoke in support of the proposed local hire study issue. Chair Hiremath closed the public hearing at 7:27 p.m. After a short discussion, Chair Hiremath asked for a motion. MOTION: Commissioner Grossman moved and Vice Chair Stetson seconded the motion to sponsor the Local Hire Study Issue proposed by Commissioner Grossman. The motion carried by the following vote: Yes: 6 - Chair Hiremath Vice Chair Stetson Commissioner Gilbert Commissioner Grossman Commissioner Kwok Commissioner White City of Sunnyvale Page 3 Housing and Human Services Meeting Minutes - Final November 20, 2019 Commission No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 19-1234 Housing and Human Services Commission Potential Study Issues, Calendar Year: 2020 None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Kwok asked for more information on relevant demographics related to the agenda items that come to the Commission to help the commissioners make more informed policy recommendations. Chair Hiremath shared with the Commission that he had assisted Housing staff with the BMR Lottery that was held at 5:30 p.m. He noted that approximately 30 families participated in the lottery. He added that it was a reminder of the reality of the short supply -Staff Comments Officer Carloni thanked Chair Hiremath for assisting with the BMR Lottery. She also noted that the last Housing Strategy Open House would be the following night, Dec. 21, 2019 at the Sunnyvale Community Center from 6 p.m. to 7:30 p.m. Commissioner Stetson shared that she had attended a presentation at the Community Center focused on green building and wondered if those requirements apply to new BMR construction. Staff noted that the building requirements are not different for BMR. ADJOURNMENT Chair Hiremath adjourned the meeting at 7:50 p.m. City of Sunnyvale Page 4
