Chair Hiremath asked if there was any discussion needed on the consent calendar,
or for a motion.
MOTION: Vice Chair Stetson moved and Commissioner Gilbert seconded the
motion to Approve the Housing and Human Services Commission Minutes of
February 24, 2021 as submitted.

and FY 2022/23 Human Services Grants and FY 2021/22
CDBG/HOME Capital Project Loans
Leif Christiansen, Housing Programs Analyst, gave the staff report.
After clarifying questions of staff, Chair Hiremath opened the public hearing at 7:33
p.m.
The following agency representatives spoke on behalf of their programs, thanked
the commissioners for past support and expressed support for the funding
recommendations.
● Pat Lawson-North and Frank Hernandez for Vision Literacy Program
● Pilar Furlong for Bill Wilson Center counseling services
● Marie Bernard for Sunnyvale Community Services Food Program, and for
WorkFirst Sunnyvale in partnership with Downtown Streets Team
● Amanda Olson for Downtown Streets Team WorkFirst Sunnyvale project
● Anne Petersen for Live Oak Adult Day Services
● Ann Marquart for Project Sentinel Fair Housing Services
● Teresa Johnson for The Health Trust Meals-on-Wheels Program
● Jordan Dancer for Next Door Solutions for Domestic Violence
● Georgia Bacil for Senior Adults Legal Assistance
Chair Hiremath closed the public hearing at 7:52 p.m.
After a lengthy discussion and additional clarifying questions, Chair Hiremath asked
for a motion.

MOTION: Commissioner Gilbert moved and Chair Hiremath seconded the motion to
approve Alternative 1: Recommend that City Council fund the CDBG capital project
and human services proposals in the amounts shown in Attachments 2 to the report,
and the General Fund human service proposals show in Attachment 3 to the report
with the following modifications:
1. Any allowable portion of additional CDBG program income received shall be
allocated to the CDBG public services applicants based proportionally on their
funding gap (difference between amount requested and amount funded via staff
recommendation); and
2. Recommend that the City Council increase the General Fund supplement for
human services funding from $135,000 to $200,000 for the CDBG public service
applicants, to be allocated proportional to their funding gap (difference between
amount requested and amount funded via staff recommendation).

Staff shared that updates are tentatively scheduled for the May meeting.

Staff noted that the CDBG-CV funding recommendations will be considered by City

Council on March 30.
Staff will send reminders to the commissioners of when the City Council will get a
report on the Mobilehome Park MOU progress in April.
