PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, September 6, 2022 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201. 1. MOTION to approve by Councilor Fennessey, seconded by Councilor Elm, and carried. 10.2 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4281, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add accessible parking signs to 309 20th Avenue East, on both sides. MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and carried. 10.3 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4282, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to remove an accessible parking sign from 1124 Oakes Avenue. MOTION to approve by Councilor Elm, seconded by Councilor Graskey, and carried. 10.4 ENVIRONMENTAL SERVICES DIVISION DIRECTOR ROBERTS is recommending approval of R22-13610, a resolution authorizing a City of Superior representative to file applications for financial assistance from the State of Wisconsin Environmental Improvement Fund. MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and carried. 3 Regular Council Meeting September 6, 2022 10.5 ENVIRONMENTAL SERVICES DIVISION DIRECTOR ROBERTS is recommending approval to the following resolutions, declaring official intent to reimburse expenditures from proceeds of borrowing through the State of Wisconsin Environmental Improvement Fund: 1. R22-13611 - 2023 Lift Station 3 Improvements project—for approximately $750,000- $1,000,000 in principal forgiveness for the project. MOTION to approve by Councilor Elm, seconded by Councilor Ludwig, and carried. 2. R22-13612 - 2023-2024 Hammond Avenue Combined Sewer Replacements project—for approximately $1,000,000 in principal forgiveness for the project. MOTION to approve by Councilor Ludwig, seconded by Councilor Elm, and carried. 10.6 ACTING FINANCE DIRECTOR KAMUNEN recommending approval of R22-13613, a resolution Extending the Life of Tax Incremental District No. 7, for the Purpose of Funding Affordable Housing in the City of Superior. MOTION to approve by Councilor Bender, seconded by Councilor Fennessey, and carried. 10.7 ACTING FINANCE DIRECTOR KAMUNEN recommending approval of R22-13614, a resolution Extending the Life of Tax Incremental District No. 11, for the Purpose of Funding Affordable Housing in the City of Superior. MOTION to approve by Councilor Herrick, seconded by Councilor Johnson, and carried. 10.8 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of R22-13615, a resolution setting a public hearing on September 20, 2022, for adoption of a final resolution to pave the alleys in 2023 and assess costs to abutting property owners. MOTION to approve by Councilor Ludwig, seconded by Councilor Bender, and carried. 10.9 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK is recommending approval of R22-13616, a resolution authorizing the filing of an application with the Wisconsin Department of Transportation, for a grant under the Harbor Assistance Program. MOTION to approve by Councilor Elm, seconded by Councilor Johnson, and carried. 10.10 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O22-4283, an ordinance introduced by the Common Council of the City of Superior amending City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add accessible parking signs to 2017 Baxter Avenue, on both sides. MOTION to approve by Councilor Ludwig, seconded by Councilor Elm, and carried. 4 Regular Council Meeting September 6, 2022  10.11 COUNCIL PRESIDENT VAN SICKLE is recommending approval of amendments to the 2022-2023 Council Committee Appointment list. MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and carried. 10.12 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK is recommending approval of a request for easement at 802 John Avenue from NLEE, LLC, to allow for an existing structure to remain in the alley right-of-way. MOTION to approve by Councilor Graskey, seconded by Councilor Elm, and carried. 11. BUSINESS BY PUBLIC Councilor Herrick recognized Forensic Expert Jacqueline Halberg, BSW, MAPL, the Superior Police Department and everyone involved in the Overdose Remembrance and Awareness Night on August 31st.
