Tuesday, September 20, 2022
The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

3. PRESENTATIONS AND PUBLIC HEARINGS
3.1 Public Hearing for R22-13618, a resolution introduced by the Public Works Department
authorizing the proposed alleys be blacktopped in 2023.
MOTION to approve by Councilor Bender, seconded by Councilor Elm, and carried.

6.1 Report from Mayor Paine
6.2 Approve R22-13617, a resolution recognizing League of Wisconsin Municipalities Deputy
Director Curt Witynski and Communications Director Gail Sumi for their combined service
of over 50 Years to Local Government.
MOTION to approve by Councilor Elm, seconded by Councilor Bender, and carried.

1. Approve the request from Stack Brothers to purchase up to 2.0 credits from the City of
Superior Compensatory Wetland Mitigation Bank.
2. Approve the extension of the Richard I. Bong Memorial Airport Management
Agreement through December 31, 2027 with Twin Ports Flying Service.

carried.

8.1.1 Urban Forestry Tree Board (Meeting held August 25, 2022)

1. Approve offering a Tribute Tree discount on orders for 5 or more trees not requiring
plaques or ceremony.
MOTION to approve by Councilor Ludwig, seconded by Councilor Bender, and
carried.

RECOMMENDATION:
1. Approve awarding the Nemadji Golf Course irrigation design project to EC Design
Group, Ltd. in an amount NTE $72,250.00.
MOTION to approve by Councilor Ledin, seconded by Councilor Graskey, and
carried.

10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Bender, seconded by Councilor Herrick, and
carried.
10.2 CITY CLERK RAMOS recommending approval of a Temporary Class “B” Beer License
for the Douglas County Historical Society Inc. (Vice President Sam Pomush, 1101 John
Avenue, Superior, Wisconsin 54880), for the Duluth Superior Film Festival, which will be
held from September 24-25, 2022.
MOTION to approve by Councilor Herrick, seconded by Councilor Elm, and carried.
10.3 CITY CLERK RAMOS recommending approval of an original “Class B” Liquor and Class
“B” Beer alcohol license application for the Superior Curling Club, Incorporated, dba
Superior Curling Club, located at 4700 Tower Avenue (Agent: James Lehto) for a period
beginning on October 15, 2022 and ending on April 15, 2023.
MOTION to approve by Councilor Elm, seconded by Councilor Johnson, and carried.

10.4 HOUSING COORDINATOR & PLANNER SKRENES recommending setting a public
hearing at 6:30 p.m. on October 18, 2022, in the Government Center Board Room 201, to
receive public input and comment on the designation of the following Municipal Register of
Historic Places nomination(s):
1. Fairlawn Mansion & Museum
906 E 2nd Street, Superior, WI 54880
2. S S Meteor Maritime Museum (also known as “The Meteor Whaleback Museum”)
100 Marina Drive, Superior, WI 54880
MOTION to approve both nominations by Councilor Herrick, seconded by Councilor
Elm, and carried.
