Tuesday, October 4, 2022
The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:31 p.m. in
the Government Center, Board Room 201.

MOTION to approve by Councilor Herrick, seconded by Councilor Bender, and
carried. Councilor Johnson abstained.

MOTION to approve by Councilor Fennessey, seconded by Councilor Bender, and

6.4 2023 General Fund Budget
MOTION to postpone until October 18, 2022 Regular Council meeting by Councilor
Fennessey, seconded by Councilor Herrick and carried.
6.5 2023-2028 Capital Improvement Program (CIP) Revenue
MOTION to approve by Councilor Bender was not seconded and failed.

6.6 2023 Revolving Grants Program Fund
MOTION to postpone until October 18, 2022 Regular Council meeting by Councilor

RECOMMENDATION:
1. Approve O22-4285, an ordinance amending City Code Chapter 74 – Licenses, Permits
and Business Regulations, Article V, Massage Therapy Business/Practitioner, to include
business license exemptions.
MOTION to approve by Councilor Fennessey, seconded by Councilor Johnson, and
carried.

2. Approve R22-13620, a resolution setting a public hearing to vacate two unimproved
street located off of 24th Avenue East (VAC 22-04).
3. Approve a Small Business Grant application and development agreement for Creative
Cats, LLC (SBGP22-15).
4. Approve a Small Business Grant application and development agreement for DeSmet
Agency, Inc (SBGP22-11).
5. Approve a Small Business Grant application and development agreement for Earth
Exchange (SBGP22-12).

MOTION to approve all by Councilor Bender, seconded by Councilor Herrick, and
carried.
10.2 PLANNING DIRECTOR SERCK recommending approval of R22-13621, a resolution
introduced by the Community Development Division to set a public hearing for the
2023 Community Development Block Grant Action Plan.
MOTION to approve all by Councilor Elm, seconded by Councilor Herrick, and
carried.
