PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING
SUPERIOR, WISCONSIN
Tuesday, December 5, 2023
The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

Present: Nick Ledin, Jenny Van Sickle, Garner Moffat, Jack Sweeney, Brent Fennessey, Tylor Elm,
Ruth Ludwig, Mike Herrick (via teleconference), Mark Johnson, Lindsey Graskey - 10

3. PRESENTATIONS AND PUBLIC HEARINGS
3.1 Nemadji Golf Course/Kemper Sports Update Presentation
Presented by Tom Beaudry, General Manager
3.2 PUBLIC HEARING on the approval of R23-13673, a resolution on the issuance by
the City of Superior of its Dock, Wharf, Drydock and Repair Facilities Revenue
Bonds Series 2023, to be issued in one or more series of tax-exempt and/or taxable
bonds to Fraser Industries LLC in an amount not to exceed $40,000,000.
There was no objection to a presentation by Patrick Kelly with Fraser Industries,
LLC.
There was no objection to Mayor Paine’s request to open the public hearing. No
speakers came forward during the public hearing.
MOTION to close public hearing and adopt the resolution by Councilor Fennessey,
was seconded by Councilor Elm, and carried.

4.1 November 21, 2023 - Regular Council Meeting
MOTION TO APPROVE, by Councilor Johnson, was seconded by Councilor Elm,
and carried.

6.1 Report from Mayor Paine.
7. STANDING COMMITTEE REPORTS
7.1 Human Resources Committee (Meeting held November 20, 2023)
Report from Councilor Ludwig.
RECOMMENDATIONS:
1. Approve the request to fill the Broadband Manager position. The position is a regular
full-time benefitted non-union position. This is a new position with the 2023 wage range
for Grade L at $38.28 - $47.85.
MOTION TO APPROVE by Councilor Ludwig, was seconded by Councilor Elm,
and carried.
7.2 Public Works Committee (Special Meeting held November 28, 2023)
Report from Councilor Van Sickle.
RECOMMENDATIONS:
1. Approve a contract with REM Inspecting to provide Commercial Electrical Permitting
and Inspections within the City of Superior.
2. Approve R23-13675, a resolution to modify Commercial Electrical Permitting and
Inspection Fees within the City of Superior.
MOTION TO APPROVE items numbered 1 and 2 by Councilor Van Sickle, was
seconded by Councilor Ludwig, and carried.
7.3 Finance Committee (Meeting held November 9, 2023)
Report from Councilor Sweeney.
RECOMMENDATIONS:
1. Approve the 2024 Crime Prevention Fund Budget.
2. Approve the 2024 Fire Department Grant Fund, Hazardous Material funds and Fire
Department Public/Private Partnership Fund.
3. Approve the 2024 Affordable Housing Fund, Economic Development Fund and
Redevelopment Authority Fund.
4. Approve the Amendment III to the Shared Services Agreement Between the City of
Superior, WI and Douglas County, WI.

5. Approve the 2023 Tax Increment Financing District 14 Annual Appropriation.
6. Approve the Amendment II to the Advertising Agreement By and Between The City of
Superior and Positively Superior, LLC.
7. Approve the Fire Protection and Fire Inspection Services Agreement between The City
of Superior and The Village of Superior.
MOTION TO APPROVE items numbered 1, 2, 3, 4, 5, 6, and 7 by Councilor
Sweeney, was seconded by Councilor Elm, and carried.
7.4 Licenses and Fees Committee (No meeting to report)
7.5 Public Safety Committee (Meeting held November 16, 2023)

RECOMMENDATIONS:
1. Approve Squad Car Camera License Plate Recognition in the amount of $10,000 per
year, to be paid for by grant funding that would cover the next two years.
MOTION TO APPROVE by Councilor Ledin, was seconded by Councilor
Fennessey, and carried.

8. SPECIAL COMMITTEE REPORTS

8.1.1 Parks & Recreation Committee (Special Meeting held November 15, 2023)
Report from Councilor Ledin.
RECOMMENDATIONS:
1. Approval of the Parks Capital Improvement Budget.
MOTION TO APPROVE by Councilor Ledin, was seconded by Councilor
Johnson.
MOTION TO AMEND to reflect corrected budget handout with 2026 Total Project
Costs of $400,000 by Councilor Ledin, was seconded by Councilor Johnson.
MOTION approved as amended.
8.2 REPORTS SANS RECOMMENDATIONS
8.2.1 Historic Preservation Committee (Meeting held November 8, 2023)
No Report from the Chair.

10. NEW BUSINESS
10.1 CITY CLERK BLUNT is recommending approval of an original “Class B” Beer license
application for Superior Wings, Inc. dba Wide World of Wings located at 5729 Tower Ave
to Ethan Buhr (Agent) for a period beginning January 1, 2024 through June 30, 2024.
MOTION TO APPROVE by Councilor Ledin, was seconded by Councilor Johnson,
and carried.
10.2 CITY CLERK BLUNT is recommending approval of an original “Class B” Beer and Liquor
license application for Superior Ales, LLC., dba Boulder Taphouse located at 3405 Tower
Ave (Agent: Rick Lampton) for a period beginning January 15, 2024 through June 30, 2024.
MOTION TO APPROVE by Councilor Fennessey, was seconded by Councilor Elm,
and carried.
10.3 CITY CLERK BLUNT is recommending approval of the election inspector roster for the
2024-2025 election cycle.
MOTION TO APPROVE by Councilor Elm, was seconded by Councilor Graskey
(Councilor Ludwig abstained), and carried.
10.4 CAPTAIN WINTERSCHEIDT is requesting approval of the COSSAP Wisconsin
Deflection Initiative (WDI) 2019 (2024) grant and enter into a contract for Certified Peer
Support Specialist services provided by indiGO.
MOTION TO APPROVE by Councilor Elm, was seconded by Councilor Ledin, and
carried.
10.5 FINANCE DIRECTOR RHINEHART recommends approval of R23-13674, a resolution
appropriating the necessary funds in the amount of $35, 630,136 for the Operation of the
General City Government, and the Administration of the City of Superior, Wisconsin, for
the year 2024, and authorizing and directing a tax levy to be spread on the tax roll of the
City of Superior, Wisconsin, for the year 2023.
MOTION TO APPROVE by Councilor Sweeney, was seconded by Councilor Elm, and
carried.
11. BUSINESS BY PUBLIC
John Ramos commented on media tables and ergonomic chairs.
