Members Present: Carolyn Nelson-Kavajecz, Nikky Farmakes, Lindsey Jacobson, Lindsey Graskey,
and Craig Sutherland

The regular meeting of the Festival Committee was called to order at 3:01pm on Wednesday, March 10.
1. Roll Call
2. Approval of February 10 minutes
Motion to approve by Councilor Sutherland, second by Nikky Farmakes, and approved
unanimously.
3. Elect Chair and Vice Chair
Motion by Lindsey Jacobson to elect Carolyn Nelson-Kavajecz as Chair, second by Councilor
Sutherland, and approved unanimously.
Motion by Councilor Sutherland to elect Nikky Farmakes as Vice Chair, second by Lindsey
Graskey, and approved unanimously.
4. 4th of July Celebration
Parks, Recreation, & Forestry Director Linda Cadotte gave an update on the 4th of July
celebration for 2021. The groups organizing the parade and car show are planning to move
forward with their events this year. The parade will take place first followed by the car show on
Tower Ave. There will be a better effort to have all businesses on Tower Ave involved and not
host solely on one end of the street. There was conversation around which bands will be
potentially be playing the car show event and its impact on the event on Barker’s Island which
takes place later in the evening. Fireworks will be happening as they have in the past. More to
come in the following meetings.

5. Sponsorship Application Hierarchy
The committee discussed a hierarchy in event sponsorship applicants and how to approach that
when dispersing funds. Nikky Farmakes offered her opinion that events hosted on public property
in the City of Superior should receive first priority, events partially on public and partially on
private property in the City of Superior should receive second priority, and events outside the
City of Superior will receive third priority.
Other committee members agreed with this perspective and discussed potentially outliers that
may arise. The committee decided to address these on an as needed basis, and agreed on the
proposed hierarchy.

The February 10th meeting of the Festival Committee was called to order at 3:05 p.m.
AGENDA:
1. Roll Call
2. Approval of January 12 minutes
Motion to approve with amendments by Nikky Farmakes, seconded by Lindsey Graskey, and
approved unanimously.
3. Review Sponsorship Application
It was suggested to add the location of the event (public or private property) and change the due
date to 60 days prior to the event.
There was discussion about a potential event hierarchy, considering city events versus events on
city property versus private events, etc.
There was also discussion regarding if there should be a stipulation/disclaimer regarding event
alignment with the mission of the City of Superior. The committee decided that can be discussed
by the committee at application reviews.
A disclaimer will be added to the introductory letter letting applicants know that not every
applicant will receive sponsorship.
Motion to approve and send to Finance Committee at their March meeting with amendments by
Nikky Farmakes, seconded by Councilor Sutherland, and approved unanimously.
4. Future Agenda Items
Elections for officers will be held at the March meeting.
Discussing the hierarchy of event sponsorship will be discussed at the March meeting.
