OFFICIAL MINUTES SYKESVILLE PARKS AND RECREATION COMMISSION September 28, 2023 Present: Alex Ries Dominic Capparuccini Nick Sheets Billy Shifflet Liza Guroff, Council Liaison Staff: Kevin Rubenstein, Town Planner Absent: Chris Sevick Eric Valenstein Jana Antrobus, Staff Liaison Call to Order Alex Ries, Co-Chair, called the meeting to order at 7:00 PM. Approval of the Minutes Motion was made by Co-Chair Ries and seconded by Commissioner Sheets to approve the August 24 Minutes as presented. All voted in favor. Eagle Scout Presentation Nathan Ross Florez, Troop 716 provided a presentation for his proposed Little Sykes Eagle Scout project. Plan includes: • Restore the interior of the ticket booth. • Replace the ballasts surrounding the track that have eroded away from the edges of the wooden cross ties. • Fundraising to cover the costs through his troop, family members, local businesses, and material donations. • To help complete the project with volunteers from his troop, friends, Little Sykes volunteers, and SPARC. • End of October is an estimated start date once the final plan is approved by the Town. Business Summer Events 1. Skateboard Contest and Spring Park Cleanup Proposed dates: April 20, 2023 – Spring Park Cleanup April 27, 2023 – Sykesville Skate Jam TBD – Skate Jam Rain Date 2. Concerts in the Park – Here til Sunday o Put up signs – Commissioner Sheets 3. Fall Cleanup September 30, 9am to 12pm o Staff will deliver supplies to South Branch Park on Saturday before 9am. o Co-chair Ries will reach out to additional volunteers. OFFICIAL MINUTES SYKESVILLE PARKS AND RECREATION COMMISSION September 28, 2023 4. Sykesville Cinema – Ghostbusters o Volunteers – Commissioner Sevick o Children’s Activity - Co-chair Valenstein o Put up signs – Commissioner Shifflet o Halloween Costume Contest – C0-chair Ries o Staff will purchase 3 gift cards for prizes. 5. Trick or Treat on Main o Co-chair Ries, Commissioner Shifflet and Commissioner Sheets will attend. 6. Santa’s Arrival – December 2, 3pm to 6pm o Gatehouse Museum Staff will not be able to attend but have offered the left-over craft material from last year to SPARC. o Add this event to the October Agenda for further planning. Town Updates • Staff is looking into changing the scope of the Playground Open Space Grant from a natural play area located along the Linear Trail to Jones Park for improvements and a potential connection to the Liner Trail. • Staff is in the process of completing a Request for Proposal for the Millard Cooper Park bridges. • SPARC requests that a potential trail from Beach Park to Main Street be considered for a future grant. Adjournment There being no other business, Co-Chair Ries motioned and Commissioner Sheets seconded to adjourn the meeting at 7:28 PM. All voted in favor.
