Tallmadge City Council Regular Business Meeting (2013-2019)

REGULAR MEETING in Council Chambers @ 7:00 p.m. January 22, 15 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, January 22, 2015 to order at 7:00 p.m. 2. PRAYER: Rev. John Schluep, First Congregational Church, Tallmadge. PLEDGE OF ALLEGIANCE. Mayor: Rev. Schluep, on behalf of the City we definitely want to thank you for your efforts. I know it is personally what you want to do for your ministry, but without your support and doing the Warrior’s Journey, I think you are a leader in the whole industry in that avenue and I know that people are looking at your program nationwide and what you are doing here in Tallmadge, Ohio and so we definitely thank you for all your efforts that you do for the Warrior’s Journey folks and I know it is great healing for all of those folks. Thank you. Rev. Schluep: Thank you. I am honored to be a part of that. Mayor: Good job. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Finance Shanafelt, Dir. of Law Raber, Economic Developer Loughry and Clerk of Council Burton. 4. MINUTES: 1-8-15 Regular Council meeting minutes. Mrs. Ray moved to adopt the 1-8-15 Reg. Council meeting minutes. Seconded Mr. Rensel. Voice vote 7-0. The 1-8-15 Reg. Council meeting minutes were adopted by a vote of 7-0. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meeting and the preceding Monday’s are the Council Committee meetings. Council is divided into six different committees with one of the Council members acting as Chair. Legislation is discussed thoroughly at the Committee meeting and the committee gives a recommendation to the Council of the Whole whether to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. If there is anybody who would like to address Council; please come forward. No one responded. 6.A. ANNOUNCEMENTS: None. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: Just briefly, I did present the State of the City to the Chamber and a lot of the Council folks were there on Wednesday. I think it went very well. There were a lot of positive comments from the public on that and I think we have a lot of positives to talk about with the City of Tallmadge and I can speak for hours on the topic, but I was trying to cut it as short as I could. It is hard to do, but I think it went extremely well and I thank all of those who attended and without all of your support and help, we would not be able to give such a good State of the City. I would ask for your consideration on Item 10, Ord. 90-2014. End of report. Dir. of Pub. Service: Of course you know the Road Department has been busy with the snow. That is about all they have been able to get done. We have another storm coming on Sunday. I would like to thank Council for letting us implement those seven-day trial memberships at the Rec Center. Out of 102 people that took the seven-day free trial; at the end of their trial 28 of those signed up for full memberships. So we hope to get a lot more members that way. As far as the water meters go; next week we are going to start putting outdoor tags on doors and letting people know that if they do not call and make appointments for us to put those in that we will be shutting off the water. So we expect that we will probably get some responses when we do that. If you get any calls on the Bierce allotment; we are replacing valves up there on the main lines. We replaced one today and we will be doing two up there tomorrow and so if you get any calls for water outages; that is what it is. End of report. Dir. of Law: I have no report this evening. Economic Developer: I have no report this evening. 10. Ordinance 90-2014 At 3rd Reading. PLANNING & ZONING Approving and granting a conditional zoning certificate for special nonresiden- P&Z REC. APPROVAL WITH tial development to applicant Lemmon and CONDITIONS 5-0 Lemmon Inc. on behalf of owner WXZ Retail Group Tallmadge LLC for an adult ADOPT 3-0 senior living facility at 25 East Avenue, Parcel 6009989 and ingress/egress easement.  REGULAR MEETING in Council Chambers @ 7:00 p.m. January 22, 15 Mr. Sisak moved for the adoption of Ord. 90-2014. Seconded Mrs. Ray. Roll Call: Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan – unanimous. Ord. 90-2014 is adopted by a vote of 7-0. 11. Ordinance 19-2015 At 1st Reading. FINANCE Authorizing participation in the Ohio Depart- ment of Transportation (ODOT) Coopera- tive Purchasing Program and providing for immediate enactment. Pres. of Council: Ord. 19-2015 is at 1st Reading and is assigned to the Finance Committee. 12. Ordinance 20-2015 At 1st Reading. FINANCE Declaring that certain City-owned vehicles obtained through criminal forfeiture to be excess and authorizing the Director of Public Service to dispose of such vehicles in accordance with law and providing for immediate enactment. Pres. of Council: Ord. 20-2015 is at 1st Reading and is assigned to the Finance Committee. 13. Ordinance 21-2015 At 1st Reading. FINANCE Declaring certain City-owned vehicles to be excess and authorizing the Director of Pub- lic Service to sell such equipment at public sale or trade-in and providing for immediate enactment. Pres. of Council: Ord. 21-2015 is at 1st Reading and is assigned to the Finance Committee. 14. Ordinance 22-2015 At 1st Reading. FINANCE Authorizing the Mayor to enter into the necessary contracts for the purchase of a 2-½ ton truck through the State Purchasing Program and the ODOT Cooperative Pur- chasing Program, or local preference as allowed by ordinance and providing for immediate enactment.
