Opportunity for input by the general public.
Janet Cooke, 22 Crane Avenue North, Taunton, spoke to discuss representation in
government. She stated that those who represent us in government act on our behalf, and
that is based on transparency and being open and honest. She stated that part of that
transparency is being ethical. She stated that her understanding of ethical behavior is
acting on what is morally right and not what is morally wrong. She stated it is observing
rules that have direct implications for what human actions in institutions, meaning city
government, and ways of life, should be what our representatives act on and they should
do that with integrity, the quality of being honest and having strong moral principles, is
what we need from our representatives. She stated that she wants them all to be
trustworthy and incorruptible, and she does not see much of that lately, but she hopes
they can make a change.
Charles Wright, 20 Chestnut Street, Taunton, spoke about semantics. He stated that in
December he spoke about the Airport Commission as well as hunting and was corrected
by the Mayor at the conclusion of his speech to say that there was no hunting. He stated
that there was hunting and this is where the semantics come into play. He stated that he
brought reports from the Police Department stating that it is referred to as hunting. He
stated that whether or not it is legally classified as hunting or wildlife eradication, they
were still doing something they weren't supposed to do. He stated that they were not
honest in their reports with the Police Officers regarding if they were hunting. He stated
that they did something wrong and it was pretty extensive and that safety was involved.
He stated that they should have been held accountable to the same standards that they try
to hold everyone else to, including himself. He stated that something should be done and

something should be said to these two people who are a constant problem. He stated that
this is just one example where these two chairman are not conducting themselves along
the lines that the first speaker spoke about. Mr. Wright read a statement from Jack
Callahan stating that he observed a dressed deer carcass in the bed of a truck. He stated
that wildlife eradication does not mean preparing it for food, and that classifies it as
hunting. Mr. Wright also stated he had a letter from the attorney addressed to the Mayor
saying this was not classified as hunting.
Hearing:
Upon the petition of Brianna Correira, Esq., 123 Broadway, Taunton, MA on behalf of
her client Jemin Patel, Manager of Reva Realty Norton, LLC, owner of parcel 9-2-0 on
Joseph I. Quinn Road, Taunton requesting to rezone a parcel of land on Joseph I. Quinn
Road: Parcel 9-2-0, consisting of approximately 15,321 sq. ft. of vacant land and borders
the Myles Standish Industrial Park to the south with Route 495 to the north, from
Suburban Residential to Industrial. Motion was made to open the hearing and invite
the interested parties into the enclosure. So Voted. Com. from the Chairman, Taunton
Planning Board stating that on April 6, 2023 the Taunton Planning Board held a public
hearing on the proposed City of Taunton Zoning Map Amendment to change parcel 9-2-0
on Joseph I. Quinn Road and a portion of Joseph I. Quinn Road from Suburban
Residential to Industrial District. The Planning Board voted (6 members in favor, 1
member absent) to send a positive recommendation on the proposed zoning map
amendment. Com. from the City Engineer stating the Engineering Office has reviewed
the plan and supporting document submitted as part of the Zoning Map Amendment for
Joseph I. Quinn, Parcel 9-2 and has no comment at this time. Com. from the Assistant
Executive Director, Board of Health stating the Board of Health has reviewed the
proposed Zoning Map Amendment, Parcel l.D. 9-2-0, Joseph I. Quinn Road and has no
comments. Com. from the Conservation Agent stating there are no conservation concerns
regarding the request to amend the City of Taunton Zoning Map by changing Parcel l.D.
9-2-0 on Joseph I. Quinn Road and a portion of Joseph I. Quinn Road from Suburban
Residential to Industrial District. Com. from the City Planner stating that he recommends
a favorable recommendation be provided by the Board on the petition. Motion was made
to receive and place on file the above listed communications. So Voted. They
introduced themselves as Attorney Brianna Correira, 123 Broadway, Taunton, Eric Dias,
a registered professional engineer with Strongpoint Engineering Solutions located at 340
Manley Street, West Bridgewater, and Jemin Patel, Manager of Reva Realty Norton,
LLC, 2 Janet Road, South Easton. Attorney Correira spoke on behalf of the petitioner,
Reva Realty Norton, LLC, who is the owner of the subject parcel of the request. Attorney
Correira stated that they are requesting a zone change for this parcel from Suburban
Residential to Industrial. She stated that as she mentions in her letter, the property
consists of 15,321 sq. ft. of vacant land and is located along Route 495 between the state
highway and the industrial park. She stated that it is the only parcel in Taunton in this
area between the highway and the industrial park that is zoned in this manner. She stated
that all of the others are zoned Industrial. She stated that considering the size, it does not
meet the requirements for a residential use. She stated that considering the location, being
surrounded by the highway and the industrial park, they submit that this zone change
would be appropriate and that a residential use would not be appropriate. This would be
the only residential property here. She stated that the Norton town line is next to the
parcel, and they also have industrial properties that continue in that direction. She stated
that they have also been before the Zoning Board and the Planning Board and have

received approvals for this property because of its size to allow an electronic message
board along Route 495. She stated her client is seeking this requested zone change
because of the state requirements that govern those types of boards. She stated that one of
the requirements is that it be in an Industrial or Commercial Business Zone. She stated
they are trying to avoid spot zoning since at this time it could be considered spot zoning.
She proceeded to show some aerial maps of the property. Councilor Borges stated that it
makes perfect sense. Motion was made to open the hearing for public input. So
Voted. No one spoke during public input. Motion was made to close public input and
approve as presented. So Voted.
Communications from the Mayor:
Mayor O'Connell stated the Special Election on the debt exclusion to fund the Taunton
Public Safety Facility Complex was held on Saturday, April 29, 2023 and early voting
was held on the previous Monday, Tuesday and Wednesday. The funding for the facility
was approved by nearly 66% of the vote. She thanked the residents for supporting
Taunton Police and Fire. The next steps will be demolition of the current structure that is
on the property and design, development, going out to bid for sub-contractor and general
contractor. She anticipates they will begin construction next spring. She would like to
thank everyone that has been involved in moving this project forward. They will keep the
Council and the community updated as they move along. The Southeastern Regional
Planning and Economic District is holding an open house to discuss their regional
transportation plan on May 23, 2023 from 4:00pm to 7:00pm located at the Taunton
Public Library. They want your feedback and to understand the needs and concerns. The
public is encouraged to attend. She stated you can visit the City's website or Facebook
page to stay updated on news and events.
Appointments:
Appointment of Sandy Thomas, 48 Church Green, Taunton to serve on the Taunton
Cultural Council for a term of three (3) years expiring April 2026. Motion was made to
approve and include communication from the Mayor. So Voted.
Appointment of Heather Braga, 179 Dexter Farms Road, Taunton to serve on the
Taunton Cultural Council for a term of three (3) years expiring April 2026. Motion was
made to approve and include communication from the Mayor. So Voted.
Communications from Citv Officers:
Com. from the Assistant Executive Director of Retirement notifying of the retirement for
Superannuation of Richard E. Ferreira, an employee of the TEMA office, on May 15,
2023, under the provisions set forth in Section #5 of Chapter 32 of the General Laws of
Massachusetts. Mr. Ferreira will be retiring with 23 years and 1 month of service.
Motion was made to receive and place on me and send the appropriate scroll
thanking Mr. Ferreira for his service. So Voted. Councilor Borges also stated that she
wanted to thank Mr. Ferreira for his email that reflected his years of service.
Com. from Council President Dooner stating that in conjunction with the Veteran's
Department, she is requesting that our City establishes a gift fund account for the purpose
of fundraising to acquire our Purple Heart community signs. The signs will be placed at
all entrances leading into Taunton and this account will be handled through the Veteran's
Department. Any excess funds will help the Veteran's Department with money needed

for proper signage to create veteran's parking spaces as well as organizing a day to honor
the 380 Purple Heart recipients who reside in Taunton and their families. Motion was
made to refer to the Committee on Finance and Salaries. So Voted. On discussion,
Councilor Sanders thanked Council President Dooner for her work on this. He stated that
he had initially referred this matter to the Committee on Military and Veteran's Affairs
back in August of2021 at the suggestion of State Representative Carol Doherty, who had
attended a Purple Heart City Ceremony in Easton. She was touched and moved by that
ceremony and suggested that Taunton do something similar. Councilor McCaul
expressed gratitude to Council President Dooner for her work.
Com. from the City Solicitor submitting a communication dated April 21, 2023 from
Comcast regarding the changes to Xfinity TV services. Motion was made to receive and
place on file. So Voted.

Com. from the Director of Veterans Services requesting the establishment of a gift

Department has executed a plan to implement a best practice under the 0' Connell
Administration. The Finance Team has developed a one-of-a-kind program to begin the

AN ORDINANCE ESTABLISHING DEPARTMENTAL REVOLVING FUNDS
Chapter 40
FINANCE
Be it ordained by the Municipal Council of the City of Taunton and by authority of
the same as follows:
SECTION 1. Chapter 40 of the Revised Ordinances of the City of Taunton, as amended,
is hereby further amended by adding a new section 5.3 to Article VIII, as follows:--
5.3 School Department
5.3.1 Fund Name. There shall be a separate fund called the Maintenance and
Supplies Revolving Fund for the use of the School Department.
5 .3 .2 Revenues. The City Auditor shall establish the Maintenance and Supplies
Revolving Fund as a separate account and credit to the fund eighty (80%)
percent of the sale proceeds from the sale of surplus School Department
items, equipment, goods and inventory. The remaining twenty (20%)
percent shall be deposited into the City of Taunton miscellaneous non-
recurring revenue account.
5.3.3 Purposes and Expenditures. During each fiscal year, the School
Department may incur liabilities against and spend monies from the
Maintenance and Supplies Revolving Fund for expenses of school
maintenance. Salaries or wages of employees shall not be paid from the
fund.
5.3.4 Reports. Within 10 days of the end of each quarter of the fiscal year, the
Superintendent of Schools, or the Superintendent's designee, must provide
the School Committee and the City Auditor with a report of the revenues
and expenditures of the Maintenance and Supplies Revolving Fund during
the month and fiscal year to date.
5.3.5 Fiscal Years. The Maintenance and Supplies Revolving Fund shall operate
for fiscal years that begin on or after July 1, 2023.
All ordinances or parts thereof inconsistent herewith are hereby repealed. This
Ordinance shall become effective immediately upon passage.
On a roll call vote, eight (8) Councilors were present, eight (8) Councilors voted in
favor. Councilor Pottier was absent.

Fund as a separate account and credit all sums received from Lake
Sabbatia parking lot revenue to said account.
5.4.3 Purposes and Expenditures. During each fiscal year, the City may incur
liabilities against and spend monies from the Lake Sabbatia Revolving
Fund for expenses related to the maintenance, improvement and Lake
Sabbatia initiatives as approved by the Mayor or Mayor's designee.
Salaries or wages of employees shall not be paid from the fund.
5.4.4 Reports. Within 10 days of the end of each quarter of the fiscal year, the
Mayor, or the Mayor's designee, must provide the City Council and the
City Auditor with a report of the revenues and expenditures of the Lake
Sabbatia Revolving Fund during the month and fiscal year to date.
5.4.5 Fiscal Years. The Lake Sabbatia Revolving Fund shall operate for fiscal
years that begin on or after July 1, 2023.
All ordinances or parts thereof inconsistent herewith are hereby repealed. This
Ordinance shall become effective immediately upon passage.

New Business:
Councilor Quintal requested that the dedication for the new Veteran's sign that is being
placed be shared on the City's website. This will be occurring on Saturday, May 13, 2023
at 11 :OOam and they are asking everyone to assemble near Harbor Freight at about
10:30am. He wanted to remind everyone that this is not a political event and this is only
about the veterans. He stated that the TAVVA will be handling the ceremony.

The meeting was called to order at 5:34 PM.
1. Meet with the Superintendents of Taunton Public Schools and Bristol-Plymouth
Regional Technical School to discuss the FY24 budget.
Motion by Mr. Coute seconded by Mr. McCaul to invite members of the Taunton Public Schools
to present the budget with the CFO. So voted.
Taunton Public Schools Superintendent John Cabral gave a presentation outlining the proposed
FY24 budget for the School Department. He gave some background information about Taunton,
covered mission, vision, and strategic objectives. Information on Chapter 70 aid was shared
which increased by $10.3 Million. Mr. Cabral spoke about the foundation budget and noted that

enrollment increased by 135 students and the foundation budget increased by just under $13
Million. $42,467,828 is the district's required contribution which includes actual and indirect
costs. He stated that, roughly, the budget breakdown is about a 65/35 split between the money
from the state and city. Mr. Cabral spoke about how there are different factors that contribute to
the foundation budget. He noted that 60% of students receive free or reduced lunch and that the
district receives a higher rate for every student receiving free or reduced lunch. Superintendent
Cabral noted that currently Taunton is at 98.5% of net school spending. He is asking for 100%
net school spending. Mr. Cabral showed the net school spending average for urban districts.
Looking at the costs within the budget, salaries increase 7.48% which includes steps, negotiated
COLAs, etc. Special education tuitions increase 12.04%. Utilities increase 4.5%. Contracted
services and supplies showed a significant increase of 57 .76% but he indicated that this will
change. In Taunton, education accounts for $97 Million of the overall budget which includes
Taunton Public Schools, Bristol-Plymouth, and Bristol County Agricultural High School. 13%
of the Taunton population attend Taunton Public Schools. He touched upon ESSER II funds and
noted that he has been approaching these funds in a methodical way in order to grow the
positions into the budget. Mr. Cabral talked about upgrades to the facilities that were funded by
revolving funds.
Mr. Dello Russo stated that Mayor O'Connell is committed to putting forward 100% of net
school spending or greater. He noted that debt is not included in the net school spending number
and debt service annually is over $6 Million.
Councilor Pottier mentioned that Taunton is a relatively poor community so in the urban district
comparison Cambridge and Boston skew the numbers as they are more affluent. He asked about
the stipend increase and what the process was for implementing that. Mr. Cabral indicated that
the budget process was the same and has not changed. They held a budget workshop which was
a posted meeting, where they identified priorities. Councilor Pottier stated that School
Committees are not bound by the same rules as the Council as far as stipend increase is
concerned. Superintendent Cabral stated that FY23 was his first year not coming before the
Council. He indicated that he takes great pride in his work and wants to be partners. He believes
that 100% is a fair number.
Councilor Postell asked about the 57% increase to contracted services and what the entails. Mr.
Cabral gave some examples that would be classified as contracted services such as service
providers for the deaf, copiers, and CNAs. He reiterated that that number will change based on
budget priorities. Social emotional learning is a priority.
Councilor Duarte asked for more information on the ESSER funds. Mr. Cabral indicated that
these funds are completely separate. There has been around $24 Million over three years. Mr.
Duarte touched on the Taunton Education Association's campaign on supporting students. Mr.
Cabral highlighted some ways the district has already worked to support the social emotional
learning of students. This included additional nurses, small class sizes, and adjustment
counselors.
Councilor Borges stated that she is happy to hear that the administration is supporting 100% of
net school spending.

Councilor Dooner asked for the accounting on ESSER.
Councilor Coute gave his support for 100% of net school spending.
Councilor Sanders stated his support for 100% as the floor. He indicated that he appreciates the
commitment to mental health needs of students and noted that during COVID when schools were
closed, they were still feeding students. Schools serve a function far beyond teaching kids math
and reading.
Councilor McCaul indicated that he supports 100% net school spending.
Councilor Quintal gave his support and told a story about how Ms. Moynihan helped a struggling
student.
MOTION by Mr. Coute and seconded by Mr.McCaul to refer the budget presentation to the
budget hearing. So voted.
Motion by Councilor Pottier and seconded by Councilor Postell to excuse the parties from
Taunton Public Schools with the Council's thanks. So voted.
Motion by Mr. Pottier seconded by Ms. Borges to invite in the members of the Bristol-Plymouth
committee. So voted.
Councilor Borges noted that she is also a member of the Bristol-Plymouth School Committee.
Superintendent Alexandre Magalhaes of Bristol-Plymouth Regional Technical School reported
on the budget. He indicated that the budget was approved by the School Committee on March
15. 546 Taunton students attend B-P which is about 41 % of the population.
Councilor Duarte asked why transportation reimbursement aid went down and Ms. Rose
indicated that this went up with the House numbers. Numbers will be finalized in July.
Mr. Dello Russo stated that $5,190,857 is included for the budget hearing. The increased in
assessment was covered by the budget.
Councilor Borges, a member of the BP School Committee, indicated that there are many
outstanding programs offered. The School Committee meets the first Wednesday of every
month.
MOTION by Ms. Borges and seconded by Mr. Duarte to take the budget under advisement. So
voted.
MOTION by Mr. Pottier and seconded by Mr. Postell to excuse the parties with thanks. So
voted.

Present were Councilor John McCaul, Chairman, and Councilors Quintal, Duarte, Coute, and
Postell. Also present were Amy Kazlauskas, Director of Human Resources, Patrick Della Russo,
CFO, Fred Comaglia, DPW Commissioner, and Tony Abreau, Assistant DPW Commissioner.
The meeting was called to order at 8:05 PM.
1. Meet to consider candidate Christopher Carmichael for Superintendent of Public
Buildings:
MOTION by Mr. Duarte seconded by Mr. Postell to invite in the interested parties. So voted.
MOTION by Mr. Coute and seconded by Mr. Duarte to refer Chris Carmichael to the fall
Council for review.
Councilor Quintal indicated that he and Councilor McCaul had been involved in the first round
of interviews with three candidates and, at that time, one candidate was voted upon. After that,
he understand that they went back out for additional candidates. He received a call the day
before inviting him to the second round of interviews. Mr. McCaul also questioned the process.
Ms. Kazlauskas explained that after the fust round a candidate was not selected. It was reposted
and time was of the es13ence since an interim superintendent has been in place for some time.
They chose to invite the representatives from the DPW Committee who were unable to attend.
Since then there have been multiple opportunities for the Councilors to meet the candidate in
question.
Councilor McCaul stated that he didn't have an opportunity to interview all the candidates and
he believed that after the first round, a candidate had been selected. Ms. Kazlauskas explained
that additional information came to light.
Mr. Della Russo stated that he believes the best candidate is in front of the Committee.
Councilor Duarte explained that this position doesn't fall under the Council procedurally in the
same way other appointments did. _The Charter states that the DPW Commissioner can bring one
or more candidates to the Committee.
Councilor Coute referred to the ordinance which explains the appointment process.

Councilor Postell stated that he can appreciate the members of the committee questioning the
outcome since the person from the first round did not come forward. He asked the DPW
Commissioner if he is satisfied with the credentials, merit, performance, and work ethic of the
candidate. Mr. Comaglia stated that the letter is written and that is how he feels. Ms.
Kazlauskas said that she doesn't believe everyone was on the same page after the first
interviews. Subsequently, there were many lengthy discussions about the situation and everyone
was informed every step of the way. Councilor Postell indicated that he spoke to Mr.
Carmichael by phone, asked him about his concerns, and Mr. Carmichael presented well and is
qualified.
Councilor Duarte stated that he met with Mr. Carmichael and agrees that he is capable. He also
looked at the other resumes and believes Mr. Carmichael is the most qualified.
Councilor Coute indicated that he is familiar with Mr. Carmichael from his days as the Building
Commissioner in Norton and has a positive impression of him.
Councilor McCaul stated that the voting was between the DPW Commissioner and the Assistant
Commissioner. He wondered what changed within 24 hours after the first round of interviews
and asked the DPW Commissioner to explain. Mr. Comaglia stated they discussed it and things
changed.
Motion by Mr. Duarte and seconded by Mr. Coute to press the motion.
Councilor McCaul asked if references were checked and Ms. Kazlauskas confirmed that they
were.
On the motion to press the motion, Councilors Postell, Coute, and Duarte voted yes. Councilors
Quintal and McCaul voted no.
On the original motion, so voted. The Chairman voted no.
MOTION to adjourn the meeting at 8:29 PM So voted.

1. Meet to discuss the proposed ordinance for the compensation of elected and appointed
board, committee, and commission members.
Councilor Sanders read the draft ordinance that was provided by Attorney Gay.
Councilor Dooner expressed her support for this ordinance as did Councilor McCaul.
Councilor Sanders suggested that the Council review stipends on a set schedule such as every
five years. Attorney Costa saw no issue with this and indicated that it could be added back in.
Councilor Sanders suggested that reviewing on a schedule could help avoid any giant increases.
MOTION by Ms. Dooner and seconded by Mr. McCaul to send the ordinance for a first reading
in the full Council including the review ofthe stipends on a schedule of every five years.
Attorney Costa suggested adding language that a board member who is a City employee can
decline their stipend in order to receive their regular City salary. This was added to the motion
by Councilor Dooner and seconded by Councilor Duarte.
So voted.
MOTION by Ms. Dooner and seconded by Mr. McCaul to adjourn the meeting at 8:39 PM So
voted.

Be it ordained by the Municipal Council of the City of Taunton and by authority of
the same as follows:
SECTION 1. Chapter 40 of the Revised Ordinances of the City of Taunton, as amended,
is hereby further amended by adding a new section 5.3 to Article VIII, as follows:--
5.3 School Department
5.3.1 Fund Name. There shall be a separate fund called the Maintenance and
Supplies Revolving Fund for the use of the School Department.
5.3.2 Revenues. The City Auditor shall establish the Maintenance and Supplies
Revolving Fund as a separate account and credit to the fund eighty (80%)
percent of the sale proceeds from the sale of surplus School Department
items, equipment, goods and inventory. The remaining twenty (20%)
percent shall be deposited into the City of Taunton miscellaneous non-
recurring revenue account.
5.3.3 Purposes and Expenditures. During each fiscal year, the School
Department may incur liabilities against and spend monies from the
Maintenance and Supplies Revolving Fund for expenses of school
maintenance. Salaries or wages of employees shall not be paid from the
fund.
5.3.4 Reports. Within 10 days of the end of each quarter of the fiscal year, the
Superintendent of Schools, or the Superintendent's designee, must provide
the School Committee and the City Auditor with a report of the revenues
and expenditures of the Maintenance and Supplies Revolving Fund during
the month and fiscal year to date.
5.3.5 Fiscal Years. The Maintenance and Supplies Revolving Fund shall operate
for fiscal years that begin on or after July 1, 2023.
All ordinances or parts thereof inconsistent herewith are hereby repealed. This
Ordinance shall become effective immediately upon passage.

Mrs. Thomas has been a resident of Taunton for over 20 years. She has served our community in
a multitude of roles, including various volunteer commitments to Taunton schools, committees,
events, and many aspects across the City. The knowledge Mrs. Thomas has drawn from her
involvement in our community as well as her Portuguese-American heritage will be a welcome
addition to the diverse representation on the Taunton Cultural Council.

RE: Purple Heart Community
Madam Mayor and Distinguished Colleagues,
Since taking office I have been honored to support our veterans. For several months I
have worked with the Veterans Office and other organizations to initiate the process of
making Taunton a Purple Heart City. We are a community that truly values our
veterans, and this designation is a sign of our deep appreciation for those who were
wounded or killed in combat defending the freedoms we are privileged to hold today.
In conjunction with the Veteran's Department, I respectfully request that our city
establishes a gift fund account for the purpose of fundraising to acquire our Purple
Heart community signs. The signs will be placed at all entrances leading into Taunton
and this account will be handled through the Veteran's Department. Any excess funds
will help the Veteran's Department with money needed for proper signage to create
veterans' parking spaces as well as organizing a day to honor the 380 Purple Heart
recipients who reside in Taunton and their families. I appreciate your support along with
the continued support from the mayor's office to help bring this to fruition.
I ask for this matter to be placed on the Finance and Salaries agenda for May 9, 2023.
