Hearing:
On the petition submitted by Lynda Stevens, 17 Glebe Street, Taunton, MA 02780 for the
issuance of a personal Kennel License per City Ordinance Section 3-24 to allow a Grade
1 (4-6 Dogs) Kennel License for personal use/dogs, NOT BUSINESS USE, at 17 Glebe
Street, Taunton. Motion was made to open the hearing and invite the interested
parties into the enclosure. So Voted. The Assistant City Clerk read a communication
from Lynda Stevens stating that she will no longer need a Kennel License as she will
only have three (3) dogs at her residence of 17 Glebe Street, which will include Copper,
Penny and Bella. Motion was made to allow the applicant to withdraw without
prejudice and to close the hearing. So Voted.
On the petition submitted by Roger Westgate, Sr., 54 Turner Street, East Taunton, MA
02718 for the issuance of a personal Kennel License per City Ordinance Section 3-24 to
allow a Grade 3 (13+ Dogs) Kennel License for personal use/dogs, NOT BUSINESS
USE, at 54 Turner Street, East Taunton. Motion was made to open the hearing and
invite the interested parties into the enclosure. So Voted. The Assistant City Clerk
read a communication from Roger Westgate, Sr. requesting to change the Kennel License
from a Grade 3 (13+ Dogs) Kennel License to a Grade 2 (7-12 Dogs) Kennel License due
to a downsize with the dogs. The Assistant City Clerk stated that the Kennel License
Application has been included. The Assistant City Clerk read a communication from the

Animal Control Officer submitting a positive recommendation for a Grade 2 Kennel
License. The Assistant City Clerk stated that a map of the location has been included.
The first party introduced himself as Roger Westgate, Jr. and stated that he lives at the
residence. The other party introduced himself as Russell Westgate and stated that their
father is sick. Russell Westgate stated that they are hunters and participate in field trials
and competitions with their family. Roger Westgate, Jr. stated that the dogs are exercised
regularly and that they are members of two (2) beagle clubs in which the dogs are able to
run freely in a fenced in area. Councilor Dooner questioned whether there is any breeding
on the property. Roger Westgate, Jr. stated that they have bred in the past for personal
use, however, they no longer do this. Councilor Dooner questioned whether they have
had any complaints with noise. Roger Westgate, Jr. stated that they exercise their dogs
and try to keep them quiet. Mr. Massa, from Animal Control, stated that he has never
been called to the property for a noise complaint. Councilor Dooner confirmed with
Roger Westgate, Jr. that all of the dogs have an enclosed shelter. Council President
Pottier questioned how many dogs currently reside at the property. Roger Westgate, Jr.
stated that he has five (5) dogs. Russell Westgate stated that he has an additional five (5)
dogs. Council President Pottier confirmed with Roger Westgate, Jr. that there is not a
breeding business taking place on the property. Council President Pottier questioned if
there is a fenced in area for the dogs to play. Roger Westgate, Jr. stated that there is a
fenced in area for the dogs to play. Council President Pottier confirmed that the fenced in
area where the dogs play is in the back yard, not in the front yard. Councilor Borges
questioned what they have going on in the backyard. Roger Westgate, Jr. stated that it is
build up from wood and that they are in the process of cleaning it up. Councilor Borges
confirmed with Roger Westgate, Jr. that this is not near the fenced in area where the dogs
are kept. Motion was made to open the hearing for public input. So Voted. Mike
Sikorski, 50 Turner Street, East Taunton, stated that he has never had any issues with the
dogs Iior the family and that he is in support of the kennel license. Mike Akusis, 50A
Turner Street, East Taunton, stated that they have never had any issues with noise, that
they are a very friendly family and that he is in support of the kennel license. Cindy
Hammond, 52 Turner Street, East Taunton, stated that she has no issues with the dogs
and is in support of the kennel license. Motion was made to close public input. So
Voted. Councilor Sanders arrived at the meeting. Councilor Sanders stated that he has
reviewed the application and that they have a good operation and are in compliance with
their new kennel license requirements for fencing. Motion was made to close the
hearing, grant the petition and have Animal Control check-in in 6 months. So
Voted.
Communications from the Mavor:
Mayor 0' Connell stated that there is a list of community updates in the agenda packet.
The Assistant City Clerk read a communication from Mayor O'Connell stating their Bond
Rating was reaffirmed at AA+ by Standard and Poors (S&P). Along with the
reaffirmation, the S&P's outlook of the City's Management was also upgraded. As
promised, the AA+ status has allowed them to borrow below 4% for the debt exclusion
which is funding the public safety facility. Furthermore, their AA+ is saving additional
dollars for their TMLP rate payers as TMLP also issued new debt for important electrical
generating improvement. The Finance Department continues to lead the way in saving the
City residents money in both taxes and electric costs. Mayor O'Connell stated that they
are only one of two gateway cities to have a AA+ rating and expressed gratitude to the

Finance Team for achieving this significant status. Motion was made to receive and
place on file with the Council's thanks and congratulations. So Voted.
Appointments:
The Assistant City Clerk read a communication from Mayor 0' Connell stating that the
appointment of the Commissioner of Public Works is set to expire in August 2024.
Throughout his tenure, Commissioner Fred Comaglia has demonstrated a comprehensive
understanding of public works and possesses extensive historical knowledge. His
expertise and dedication have been invaluable assets to the community. Therefore, she is
recommending that Commissioner Comagia be appointed for an additional two-year
term, expiring in August 2026. She requested that this matter be referred to the DPW
Committee for review. Motion was made to move approval. On discussion, Councilor
Mccaul requested that the Council approve the appointment of Fred Comaglia at this
time. Councilor Sanders withdrew his motion. Motion was made to approve Fred
Cornaglia as the Commissioner of Public Works for a two year term, expiring in
August 2026. On a roll call vote, eight (8) Councilors were present, seven (7)
Councilors voted in favor, Councilor Duarte was opposed. So Voted. Councilor
Quintal was absent.
Communications from City Officers:
Com. from the Fire Chief requesting that Civil Service ·Lists for one (1) Deputy Fire
Chief, one (1) Fire Captain and four (4) Fire Lieutenants be created to fill anticipated
vacancies forthcoming for the newly formed Ladder Company. Motion was made to refer
to the City Clerk to request such lists. On discussion, Mayor O'Connell expressed
gratitude to Chief Lavigne, Firefighter O'Leary and other members of the Taunton Fire
Department for their collaboration and partnership with them in creating the Ladder
Company. She stated that it has been about 100 years since the City of Taunton has had a
Ladder Company and it is a significant step forward in ensuring that the Taunton Fire
Department is modernized and has the equipment they need. Council President Pottier
expressed gratitude to Chief Lavigne and his team, Mayor O'Connell, as well as Patrick
Delio Russo for making this happen. Motion was made to refer to the City Clerk to
request such lists. So Voted.
Com. from the Chairman, Taunton Planning Board stating that the Taunton Planning
Board is in receipt of a Special Permit from Section 440 Attachment #1 of the Zoning
Ordinance for a Renewal of an Accessory Dwelling Unit in a Rural Residential District at
120 Viking Street, East Taunton, MA. The Planning Board will hold a public hearing on
this proposal on Thursday, July 11, 2024 at 5:30PM at City Hall, 15 Summer Street, 2nd
Floor, in the Chester R. Martin Municipal Council Chambers. Motion was made to
receive and place on file. So Voted.
Com. from the City Auditor stating that per M.G.L. Chapter 44, Section 33B, the
statutory deadline for year-end transfers is July 15th of the succeeding fiscal year. In order
to meet this deadline, he is requesting to be placed on the Committee on Finance and
Salaries meeting agenda for July 9, 2024. He will provide copies of the proposal transfers
prior to said meeting, once figures are finalized following the approval of the Accounts
Payable and Payroll warrants presented at the preceding Council meeting. Motion was
made to refer to the Committee on Finance and Salaries. So Voted.

Com. from the Department of Public Works Commissioner stating that over the course of
the fiscal year, the Department of Public Works has continued to work with the Mayor's
Office and the City's Finance Department to assess funding requests, ensure proper
project accounting, and to identify, reconcile and resolve any capital account deficits for
Water and Sewer Enterprise in order to maximize retained earnings. With several projects
completed and closed out, other projects underway, and the fiscal year coming to a close,
the DPW and Finance Department are requesting to reallocate available monies. They
specific general ledger line items and amounts have been outlined. Motion was made to
refer to the Committee on Finance and Salaries. So Voted.
Communications from Citizens:
Com. from Mary Ellen Blue, Rodman for Kids, 10 Lincoln Road, Foxboro requesting
permission to Conduct the 33rd Annual Rodman Ride for Kids. The attached route sheets
detail the roads on which they are requesting permission to ride. They request that the
Municipal Council, Police and Fire Departments sign the attached Event Notification
Form, which is required by Mass DOT for them to access state highways. Their road
crew will sign their route on Friday, September 20th and all signs will be removed at the
conclusion of the event on Saturday, September 2151• Approximately 400 riders will pass
through Taunton in total, riding on their 50-mile route. Mayor O'Connell stated that ifthe
Council would like to approve this, the best course of action would be to authorize the
Council President to sign this and then give it to the other members of the Council to
sign. Motion was made to authorize the Council President to sign. So Voted. The
Assistant City Clerk also notified the Police Department, Fire Department and
Ambulance Services.
Com. from Attorney Richard E. Burke, Jr., Law Offices of Beauregard, Burke & Franco,
32 William Street, New Bedford, MA 02740 regarding his client, Bask, Inc., requesting
an amendment to the Host Community Agreement extending the date it is required to
commence operations to June 30, 2025. Motion was made to refer to the Committee of
the Council as a Whole. So Voted.

I. Remarks from the Chair
Mr. Pottier said that he would defer his remarks until the discussion with the School
Department.
2. Approve minutes from June 4, 2024.
Motion by Mr. Postell and seconded by Ms. Dooner to approve. So voted.

3. Meet with the TMLP to discuss the request to remove TMLP positions from the provisions of
the Civil Service Law.
Motion by Mr. Postell and seconded by Ms. Borges to invite the parties in. So voted.
Ms. Holmes explained that during negotiations, they worked with the collective bargaining
units to address Civil Service issues. She stated that the Unions are on board.
Attorney Costa explained that he spoke with TMLP 's legal counsel and they have determined
that a vote of the Council is needed.
Mr. McCaul stated that if the TMLP workers and the administration are comfortable with this
then he will support the request.
Mr. Duarte agreed that it makes sense to remove TMLP positions from the Civil Service.
Motion by Ms. Borges and seconded by Mr. McCaul to remove TMLP positions from the
provisions of the Civil Service Law. So voted.
4. Meet to discuss the Taunton Public Schools' successes, future plans, and their FY25 budget.
Motion by Ms. Borges and seconded by Mr. Postell to invite the parties in. So voted.
Motion by Mr. Postell and seconded by Ms. Dooner to take a briefrecess at 5:45. So voted.
The Committee returned from recess at 5 :48 PM.
Mr. Pottier referred to a WGBH article from May which talked about budgetary cuts at
school districts around the State.
Mr. Cabral gave a presentation on the FY25 budget. He highlighted that they attained an
early college designation with Bristol Community College whereby students can attain a high
school diploma and their associate's degree if they so choose. He reviewed the objectives of
the district and explained that everything they do must touch one of their four objectives.
They will be working to establish new strategic outcomes in the near future. Mr. Cabral
talked about the projections at the state level and noted that revenue started to fall off and
cuts were made in this fiscal year. He suggested that FY25 and FY26 will be lean years.
Inflation is an issue with true inflation at 15% over FY23 and FY24. With an inflation cap of
4.5%, this results in a gap. Mr. Cabral reviewed the budget timeline and explained that right
now it is at conference committee. He noted the increase in student enrollment from FY24 to
FY25 and explained how important it is to capture every student and make sure every student

is categorized correctly for the October 1 report. He stated that there are 862 students at
Taunton High School who participate in Chapter 70 vocational education. Mr. Cabral
reviewed required net school spending which is $140,000,000 and includes indirect services.
The state provides about 68% and the City share is about 32% and includes appropriation and
indirect costs. 6 out of 10 students in Taunton are considered low income. The total
appropriation request is $120,589,479. He explained that they are using the circuit breaker to
balance the budget. The average budget increase has been 4.6% and this year will be 5.12%.
Mr. Cabral reviewed the Student Opportunity Act and noted that they achieved all of their
goals. He reviewed ESSER plan funds and noted that most positions were rolled into the
budget over a three year period of time. There has been $16 Million in infrastructure
upgrades, some of which were funded by grants. They look to utilize grants and revolving
funds when possible.
Mr. DeMelo stated that he is proud of the fiscally responsible budget presented. He also
mentioned the virtual academy which is expanding to 150 students. He stated that Taunton is
one of the few school districts across the Commonwealth not laying anyone off.
Mr. Pottier referred to the School District newsletter and highlighted the many colleges that
students will be attending. He further noted that some districts are having challenges but
Taunton is not seeing any layoffs or decreases in programs.
Ms. Borges asked if the schools partner with True Diversity and Taunton Diversity Network.
Mr. Cabral stated that they are organizations that they have worked with. Ms. Borges was
impressed with the infrastructure spending and also impressed by the rollover of ESSER
positions. She questioned the growth in the number of students and Mr. Cabral suggested
that people have migrated from up north and Taunton is a desirable location. Ms. Borges
asked about the vocational programs that are offered and Mr. Cabral highlighted some of the
offerings such as culinary, broadcasting, computer aided drafting, and early childhood.
There are 8 programs total and all 9th graders go through the exploratory program.
Mr. McCaul stated that he visited the Taunton High School Bright Program and asked Ms.
Amy Moynihan to explain a little about the program which is grant funded through the
Department of Public Health. She stated that they created a space for students in regards to
significant mental health. It is a way for students who were hospitalized due to mental health
to transition back. Every student is individualized and the idea is to get them acclimated into
the school day. In addition to those returning from hospitalization, the program serves
students with a high level of need and those waiting for a bed. It is considered a Tier 3
intervention, is funded by the State, and there are certain criteria that must be met.
Mr. Postell appreciated the emphasis on vocational education which offers an alternative
option for students. He was also impressed by the list of colleges. He asked about the
significant decrease in Special Education and Mr. Cabral noted that they are utilizing the
Circuit Breaker. Mr. Postell also asked about the transportation increase and Ms. Moynihan
noted that they had moved some busses and vans off of a grant and into the budget and have
prepared for fuel escalation.

Mr. Duarte was impressed by the utilization of ESSER funds and rolling those positions into
the budget. He also commented on the early college program and stated that this is a
significant accomplishment and a milestone for the community. Mr. Duarte praised the
Manet Community Health Center at the Parker School. Mr. Cabral explained that they used
ESSER dollars to establish this and that this provides an extra level of support to the school
nurses. They are able to provide immunizations and sports physicals. Mr. DeMelo stated
that they received the Manet Medallion and are very proud to have been honored. Mr.
Duarte stated that this, combined with the free breakfast and lunch and mental health
programs, shows that students are not only educated but are also physically and mentally
well. Mr. Duarte asked about the status of Coyle-Cassidy school. Mr. Cabral stated that
there is not much to share. They have determined that it would be used for grades 5-12 and
are doing their due diligence and awaiting assessment results. Mr. Duarte congratulated Mr.
Cabral on his being honored at the State House as an exceptional Portuguese American
citizen.
Mr. Pottier stated that graduation was a great ceremony and suggested they discuss Hopewell
and the extended day program in the near future.
Mr. Cabral stated that there is lots of work to be done and they are not resting on their
laurels.
Motion by Mr. Postell and seconded by Mr. Duarte to adjourn at 6:41 PM with thanks. So
voted.

I am very pleased to inform you that our Bond Rating was reaffirmed at AA+ by Standard and
Poors (S& P). Along with the reaffirmation, S&P 's outlook of the City's Management was also
upgraded. As promised, the AA+ status has allowed us to borrow below 4% for the debt exclusion
which is funding the public safety facility. Furthermore, our AA+ status is saving additional dollars
for our TMLP rate payers as TMLP also issued new debt for important electrical generating
improvements.
The Finance Department continues to lead the way in saving our City residents money both in
taxes and electric costs. I could not be more proud and thankful to our team.

Mayor O'Connell and City Councilors:
Over the course of the fiscal year, the Department of Public Works (DPW) has continued to work with the Mayor's Office
and the City's Finance Department to assess funding requests, ensure proper project accounting, and to identify, reconcile
and resolve any capital account deficits for Water and Sewer Enterprise in order to maximize retained earnings. With
several projects completed and closed out, other projects underway, and the fiscal year coming to a close, the DPW and
Finance Department respectfully request the following recommendations to rea11ocate available monies. The specific

Taunton city roads, including some state highways. The attached route sheets detail the
roads on which we are requesting permission to ride. We kindly request that the
Municipal Council, Police and Fire Departments sign the attached Event Notification
Form, which is required by Mass DOT for us to access state highways.
The Rodman Ride for Kids is the # 1 single-day athletic event in the nation supporting at-
risk kids, with over $151 million raised since 1991. Your support would be most
appreciated.
Our road crew will carefully sign our route on Friday, September 20, and all signs will be
removed at the conclusion of the event on Saturday, September 2l5 1• Approximately

Dear Mayor O'Connell and Council Members:
This office represents Bask, Inc.
The Third Amendment to the Host Community Agreement Between the City of
Taunton and Bask, Inc. For the Siting of a Recreational Marijuana Establishment,
provides that Bask must commence operations prior to June 30, 2024.
Bask has been working diligently to open. Construction on the building at 400
Winthrop Street has been completed. But there has been a delay in obtaining curb cut
approvals from the Massachusetts Department of Transportation, and final inspection
approval from the Cannabis Control Commission which cannot be scheduled until the

DOT signs off. Bask requests an amendment to the Host Community Agreement
extending the date it is required to commence operations to June 30, 2025. Bask is also
separately submitting its application for License renewal with the City.
Bask is prepared to open as soon as State approvals are obtained.
Please let us know if anything further is required to approve this request.
