TAUNTON REDEVELOPMENT AUTHORITY MEETING MINUTES October 26, 2022 at 4 pm The National, 9 Taunton Green, Taunton Members Present: Ed Correira Chris Coute Larry Silvia Jeff Pagliuca Members Absent: Manuel Spencer William Roth, OECD/TRA Ex. Director, was also in attendance. Dennis Ackerman, Consultant to the TRA, was also in attendance. Call to Order at 4:00 pm: A quorum was present. Item number 1: Review and approve the minutes of September 28, 2022. Mr. Coute motioned to approve the minutes of September 28, 2022 and was seconded by Mr. Silvia. There were no corrections. Motion passed unanimously. Item number 2: Urban Renewal Plan Update: Mr. Correira reviewed an October 25, 2022 URP status report. Discussion occurred and it was placed on file and will be added to the meeting minutes. Item number 3: Discussion on contacting DHCD on URP updates and process Mr. Roth discussed the need to set up a meeting with Maggie Schmitt, DHCD Staff, to introduce the Whittenton URP project. This was a recommendation from STANTEC, the consultant. Discussion occurred and it was determined to have STANTEC set up a zoom meeting and invite the entire TRA. Item number 4: Other Business Northeastern Student Project – Discussion occurred on the status of the student’s project and the zoom meeting that occurred with STANTEC. It was mentioned that a future meeting was discussed, which would be at the STANTEC office in Boston. Harvey Street Property Proposal – Discussion occurred about the TRA submitting a letter to Municipal Council about the proposal of have Council transfer the property to the TRA for a TRA – October 26, 2022 Meeting Minutes potential residential development. Mr. Pagliuca ask about how the property was deeded to the City because that could affect how the property can be redeveloped. Bacon Felt Property – Mr. Coute asked about the status of the property and the tax taking. Mr. Roth indicated that the City has taken the property, secured the building and has a Phase 1 environmental review preformed. Mr. Roth indicated that the property owner has a 1 year period, in which they can pay the back taxes and get the property back. That one year period will expire in June 2023. Discussion occurred on how the TRA might assist with disposal or redevelopment of the property once the 1 year redemption period expires. Item number 5: - Next Meeting The next meeting will be November 30, 2022, at The National, 9 Taunton Green, Taunton, MA. A motion was then made and approved to adjourn the meeting at 4:40 pm. Stantec and Northeastern students held Zoom meeting on October24th. Purpose of meeting is to coordinate information and ideas related to Reed and Barton 4. Letter sent to City Council requesting meeting to discuss TRA receiving from the City undeveloped land.
