Taylor Borough Regular Monthly Meeting September 14, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, September 14, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, No; Councilman Digwood, Yes; Councilman DeAngelo, No; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the August 10, 2022 Regular Meeting Minutes and the August 17, 2022 Special Council Meeting both held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated for the record that Council held an Executive Session on Monday, September 12, 2022, immediately following the 7:00 P.M. Work Session regarding personnel issues. Next, President Mickavicz asked Mayor Kavulich Loiselle to present a Proclamation bestowing Honors and Accolades on Ann E. Zeleniak on her athletic achievements and being inducted to the University of Scranton Wall of Fame – Class of 2022. The Mayor read and presented the Proclamation. Next, President Mickavicz entertained a motion to adopt Ordinance # 1 of 2022, amending the Non-Uniformed employee pension plan (as per the Pension Plan Administrators & Borough Solicitor’s recommendation). A motion to adopt Ordinance # 1 of 2022 was made by Councilman McKeel and seconded by Councilman Maldonato. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; President Mickavicz, Yes. The Ordinance was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 15 of 2022, appointing Taylor Boroughs Police K-9, Biko as a member of the Taylor Police Force effective September 14, 2022. A motion to appoint K-9 Biko was made by Councilman Digwood and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; President Mickavicz, Yes. K-9 Biko was appointed. Next, President Mickavicz entertained a motion to approve a one-year leave of absence request from Officer Thomas Kerrigan, subject to him maintaining his MPOETC Certifications, return all Borough equipment, including but not limited to badges and firearms and he will not represent himself as a Taylor Borough Police Officer. A motion to accept was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to appoint Officer Nicholas Snyder as an acting Sergeant until further notice. A motion to appoint Officer Snyder was made by Councilman McKeel and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to authorize the Chairman to execute a Lease Agreement with Riverside School District for the usage of the Derenick Park Complex, with the concurrence of the Borough Solicitor. Superintendent Paul Brennan was present, and a lengthy discussion followed. The School Solicitor and the Borough Solicitor will work together to prepare a lease agreement. A motion to approve was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to adopt Resolution # 16 of 2022, authorizing the application to DCED for an LSA Grant in the amount of $265,000.00 as requested by the Riverside School District. Application to be submitted by Taylor Borough for Derenick Park. A discussion followed. The Chairman requested that Council table this item and recess this meeting until Tuesday, September 20, 2022, awaiting more information from the School District. A motion to table was made by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The Motion was tabled. Next, President Mickavicz entertained a motion to approve the 2023 Uniform Minimum Municipal Obligation (MMO) in the amount of $259,273.00. A motion to approve was made by Councilman Digwood and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor, the motion passed. Next, President Mickavicz entertained a motion to approve the 2023 Non-Uniform Minimum Municipal Obligation (MMO) in the amount of $27,289.89. A motion to approve was made by Councilman Maldonato and seconded by Councilman McKeel. A voice vote was called, and all Council Members were in favor, the motion passed. Next, President Mickavicz entertained a motion to suspend the recognition of the Taylor Hose & Engine Company # 1 as an emergency services/fire company provider, which includes but not limited to any services provided to Taylor Borough. Also, to suspend any financial obligations and/or liabilities from Taylor Borough, including but not limited to any insurance obligations as provided for by law, effective October 15, 2022, and remains in effect until further notice. The Chairman spoke briefly regarding a discussion he had with a representative from Taylor Hose & Engine and asked Council to table until our next regular scheduled Council Meeting. A motion to table was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called, and all Council Members were in favor, the motion was tabled. Next, President Mickavicz entertained a motion to approve the parade route for the “Miracle on Main Street” Holiday Event. A motion to approve was made by Councilman Maldonato and seconded by Councilman McKeel. A voice vote was called, all Council Members were in favor and the motion passed. Next, President Mickavicz entertained a motion to authorize the President and any other Brough Officials to execute a lease agreement with Community Leasing Partners for the purchase/lease of a 2023 Chevrolet Tahoe PPV with upfit equipment. Bonner Chevrolet Costars Agreement # 013-198 Vendor # 141414 in the amount of $46,750.00. 10-8 Emergency Vehicle Service, Costars Contract # 012-E22-259 SAP Vendor # 347520 in the amount of $15,004.08. Total Lease Agreement in the amount of $61,754.08. This is a 6 Year Lease with yearly payments of $11,855.00. A motion to approve was made by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called, all Council Members were in favor and the motion passed. Next, Mr. Zeleniak read the Approval of Bills for Payment for August 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the August 2022 Payroll in the amount of $119,769.68. August General Fund Open Invoices in the amount of $124,590.95. August Paid Invoices in the amount of $57,908.67 and August Liquid Fuels Open Invoices in the amount of $7,019.47 - Total Expenditures $309,288.77 when funds are available. A motion was made by Councilman Digwood and seconded by Councilman Nezlo. A voice vote was called and all Council Members were in favor. The motion passed. During the month of August 2022, the Police Department responded to 640 calls for service. There were 28 traffic crashes investigated; 161 traffic stops were conducted resulting in 45 citations issued including 42 traffic and 3 non-traffic citations issued. Officers made 15 criminal arrests. (Arrest Record – Officer Surridge – 3 arrests; Officer McDonald – 3 arrests; Officer Graham – 2 arrests; Officer Palonis – 2 arrests; Officer Gianacopoulos – 1 arrests; Officer Moran – 1 arrest; Officer Snyder – 1 arrest; Officer Holland – 1 arrest; Officer Kowanick – 1 arrest. Revenues received for the month of August 2022: Police Reports $255.00, Parking Tickets $60.00, Magistrate Fines $467.13, Judicial Fines $403.01, Totaling $1,185.14 – K-9 Donations $1,030.00. Next, President Mickavicz asked the Public if they had any comments or questions. None noted.
