Taylor Borough Regular Monthly Meeting October 12, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, October 12, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. Attorney Michael Ossont, representing Taylor Hose & Engine Company, No., asked Council to discuss item “F” on the Agenda, a motion to suspend the recognition of the Taylor Hose & Engine Company, No 1 as an emergency services/fire company provider. A lengthy discussion followed between Council, Solicitor and Attorney Michael Ossont. Next, President Mickavicz stated that everyone had the opportunity to read and review the September 14, 2022, Regular Meeting Minutes and the September 20, 2022 Reconvened Council Meeting Minutes both held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman DeAngelo and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated for the record that Council held an Executive Session on Monday, October 10, 2022, immediately following the 7:00 P.M. Work Session regarding personnel issues. Next, President Mickavicz entertained a motion to approve the agreement between the TPOA and the Riverside School District for the Special Duty Rates. Pursuant to the Memorandum of Understanding by and between the TPOA and Taylor Borough Council, dated February 9, 2011, the hourly rate for special duty for Riverside School District special events for Full Time Taylor Borough police officers will be $100.00 per Officer for up to 4 hours, any school district event that exceeds 4 hours will have an additional rate of $25.00 per hour for each additional hour of part thereof. The rate for Taylor Police Officers working special duty (non-school events) will be $160.00 per Officer up to 4 hours, any event that exceeds 4 hours will have an additional rate of $40.00 per hour for each additional hour or part thereof. A motion to accept was made by Councilman Maldonato and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to establish the rate of pay for Taylor Borough Part Time Police Officers working a Riverside School District Event shall be $100.00 per Officer for up to 4 hours, any School District Event that exceeds 4 hours will have an additional rate of $25.00 per hour for each additional hour of part thereof. The rate for Part Time Taylor Police Officers working non- school special duty events will be $160.00 for up to 4 hours, any non-school events that exceed 4 hours will have an additional rate of $40.00 per hour for each additional hour or part thereof. A motion to accept was made by Councilman DeAngelo and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to make a conditional offer of employment to Juan Baizon, as a part time Police Officer on an as needed basis with no guarantee of hours and with a starting hourly compensation rate and benefits in accordance with the budget, subject to other applicable Acts including but not limited to ACT 57. A motion to accept was made by Councilman McKeel and seconded by Councilman Maldonato. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to adopt Resolution # 17 of 2022, authorizing the filing of an application for financial assistance for the Taylor DPW Facility Improvement Project, replacement of exterior entry doors and overhead doors in the amount of $50,000.00 with no match by the Borough. A motion to adopt Resolution # 17 was made by Councilman DeAngelo and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to accept a donation from LLVSA in the amount of $25,000.00, to be used for Sanitary and/or Storm Sewer Maintenance Repair. A motion to approve was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to suspend the recognition of the Taylor Hose & Engine Company, No. 1 as an emergency services/fire company provider, which includes but not limited to any services provided to Taylor Borough. Also, to suspend any financial obligations and/or liabilities from Taylor Borough, including but not limited to any insurance obligations as provided for by law, effective November 8, 2022 and remains in effect until further notice. A motion to accept was made by Councilman Digwood and seconded by Councilman Tigue. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to accept a letter of resignation from Daniel P. Zeleniak as the Taylor Borough Treasurer and to appoint Daniel P. Zeleniak as the Assistant Borough Treasurer. A motion to approve was made by Councilman Digwood and seconded by Councilman Tigue. A voice vote was called, and all Council Members were in favor, the motion passed. Next, President Mickavicz entertained a motion to appoint Jeanie Sluck as the Taylor Borough Treasurer subject to appropriate bond at a salary of $7,500.00 per year, paid in equal monthly installments. The Borough to supply any and all necessary equipment, including but not limited to a laptop. A motion to appoint Jeanie Sluck as Treasurer was made by Councilman Tigue and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for September 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the September 2022 Payroll in the amount of $183,253.78. September General Fund Open Invoices in the amount of $79,542.94. September Paid Invoices in the amount of $72,890.47 and September Liquid Fuels Open Invoices in the amount of $7,396.61 - Total Expenditures $343,083.80 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. There were 16 traffic crashes investigated; 89 traffic stops were conducted; 25 citations issued including 23 traffic and 2 non-traffic citations. Officers made 16 criminal arrests. (Arrest Record – Officer Boback – 1 arrest; Officer McDonald – 7 arrests; Officer Graham – 1 arrest; Officer Gianacopoulos – 1 arrest; Acting Sergeant Snyder – 4 arrests; Chief Holland – 2 arrests.
