VISITORS PRESENT: Melissa Hardin-FBO, Chris Snapp-City Engineer, Glenn Caldwell - Director of Public Services, Demeter Turner - Public Services Project Manager and Carnell Horn, Public Services Project Manager. 1. CALL TO ORDER: Chairman Bill Huthmacher called the meeting to order at 6:00pm. 2. MOMENT OF SILENCE. 3. CONSIDER APPROVAL OF THE MINUTES OF MAY 10, 2023: Motion made by Sarah Hatley to approve the minutes. Seconded byBryan Thayer. Motion carried. 4. RECEIVE FBO’S REPORT ON AIRFIELD OPERATIONS & ACTIVITIES: Melissa Hardin provided an update on airport activity. We have a new Terrell Airport website with up to date information. Young Eagles Rally is scheduled for Saturday, September 23, 2023. Airplane and Coffee is now an annual event that will continue in September of 2024. Aviation Seminars want to use the Aviation Conference Room to do meetings and classes. Hangar Inspections will start October 2023. The City will start Roll-off Clean-up for Hangars this coming Fall and Spring. 4.2 DISCUSS GENERAL AIRPORT-RELATED MATTERS: A. Fuel Price Comparison Report – The Airnav.com comparison report of fuel rates within a 35-mile radius of Terrell was provided in the agenda packets. B. Financial Statements – Glenn Caldwell presented this item. Statements were provided in the agenda packet. Mr. Caldwell provided an update on the General Fund, Capital Fund and Revenue year to date. 1 Page 4 of 11 ITEM 3.1. DRAFT C. Miscellaneous Items – Glenn Caldwell presented this item. On July 12, 2023, TCEQ did an inspection on the Underground Storage Tanks for fuel. The City decided to decommission the underground fuel tanks to avoid violations of an unknown dollar amount from TCEQ along with $500,000 worth of expenses to bring the tanks up to code. Currently, the City is temporarily renting fuel storage trucks until the new fuel farm is in operation. 5. DISCUSS AIRPORT PLANNING & TXDOT CIP 5.1 DISCUSS AIRPORT PLANNING & TXDOT CIP: Chris Snapp presented this item. New City Hangar will be occupied by Careflite starting October 1, 2023. The Airport Master Plan and Business Plan was approved by the City Council. TxDOT received both plans for review and approval. TxDOT is aware of electrical issues with our runway and taxiway lights and are working with an electrical engineer to come up with a plan 6. ITEMS FOR FUTURE MEETING: None. 7. HEAR REMARKS FROM VISITORS: None 8. SET NEXT MEETING DATE: All board members present agreed to have the next meeting on the second Wednesday, November 8, 2023 at 6:00 p.m. 9. CONSIDER APPROVAL OF THE MINUTES OF SEPTEMBER 13, 2023: Approval of minutes was postponed due to a revision that needed to be made on the signature page. 4. 4.1 RECEIVE FBO’S REPORT ON AIRFIELD OPERATIONS & ACTIVITIES: The FBO Report was provided in the packet. Melissa Hardin presented the most recent updates on airfield operations and activities. ● Bi-Fold doors have been kept up. ● Cleaning up airplanes. ● In November there was a flyover event in honor of Remembrance Day, with a smoke trail. ● There has been an increase in transient traffic. ● Hangar inspections were completed with the Fire Marshall the last week of November. ● Electricians have been replacing lights that were out of service. ● Wild hogs causing a slight problem for landing traffic at dusk. ○ Jaime Clough provided an update on hog trapping. We have two large traps set out. William Duff with Animal Control recently trapped 30 hogs. City Staff will continue to monitor this process and provide updates. . 1 Page 6 of 11 ITEM 3.2. DRAFT 4.2 DISCUSS GENERAL AIRPORT-RELATED MATTERS: A. Fuel Price Comparison Report – The Airnav.com comparison report of fuel rates within a 35-mile radius of Terrell was provided in the agenda packets. Melissa Hardin gave an update that the prices had been changed recently for the Terrell Airport. Melissa Hardin will make sure that it is reported to Airnav.com to reflect the changes as listed below: ● 100LL -$4.90 ● Jet A- $4.50 B. Financial Statements – Demeter Turner presented this item. Statements were provided in the agenda packet for September 30, 2023. City Staff will request the most recent statement from Finance to provide for the next meeting. The City’s Finance Director Shelly Wallace plans on attending some of the future meetings. C. Miscellaneous Items – Chris Snapp, City Engineer, provided an update on Careflight renting the City’s Hangar. Careflight submitted a build out for office space to Engineering so they can have a living quarter and be able to pull aircraft in. 4.3 Eclipse on April 8th -Jaime Clough presented this item. The City is expecting a high volume of high traffic. We are estimating 25k-30k visitors. Public Services, PD and Fire Department are preparing. BFTS and Breezy Hill Association are coordinating parking for RV spots at Ben Gill Park and the Airport. There will be 24hr security provided at the Airport. There will be no tent camping at the Airport or Ben Gill Park. Jamie recommended that the Fire Marshall should be involved with the April 8th plans for the Airport. 5. DISCUSS AIRPORT PLANNING & TXDOT CIP 5.1 DISCUSS AIRPORT PLANNING & TXDOT CIP: Chris Snapp presented this item. The Airport Master Plan and Business Plan was approved by the board and City Council. The Rules and Regulations and the Airport Minimum Standards for Commercial Operations will be presented to the City Council for action in the near future. 5.2 UPDATE ON FUEL FARMS: Chris Snapp presented this item. We have the funding to put in a new fuel farm. Concept plans provided by Garver were given as handouts with two options on where to place the fuel farm. The concept plans are just ideas. Most coming in day prior April 7th one coming in on April 5th. Terrell Aviation/Mikes Flying Service has been recognized by AOPA ( Aircraft Owners Pilots Association ) as a Distinguished Flight School in the Central SW Region. Additionally Mike Hardin a Master Gold Seal Flight Instructor was also recognized as a Distinguished Flight Instructor by AOPA AOPA evaluated 780 different flight schools and 1,202 individual flight instructors. throughout the US. January and February we have been working with City and Tenants to correct Fire Code Violations found during our hangar inspections in November. Found reason for tenants leaving fans running when not in attendance was to dry up floors from leaking hangar roofs Working on Identifying hangars that leak to prevent possible corrosion and damaged aircraft in the future. There's not much we can do for 30-40 mile per hour wings blowing rain into hangars, but roofs leaking onto aircraft can be dealt with Over the years we have had more and more pilots land looking for a self serve pump, during operating hours its not a problem and an after hours service contact is published. Now as well as in the past when pilots land after hours they call the after hours number, we come out and take care of them. Pilot publications and FAA publications are pretty clear as to what airports have Self Serve and which do not. And, it's on the pilot to verify before taking off, what fuel/fuel services are available. Flying at night FAA regulations require you to land with a MINIMUM 45 min of fuel on board. In January a instructor pilot and student from a nearby flight school landed at night, needing fuel, but did not call for service, ultimately they decided to take back off and lost power east of the airport making an emergency landing causing severe damage to the aircraft, the occupants were not injured. In their report to the FAA the instructor stated our self serve pumps were out of service. These kinds of problems are avoidable to begin with, but as an extra measure and while not required, we have placed a NOTAM to remind pilots that there is NO self service fuel available, ( at this time) this should alleviate any confusion or misunderstandings with the transient pilots.
