Park Board Meeting Page | 1 TERRELL PARK BOARD MEETING 6:00 PM, THURSDAY, FEBRUARY 8 2024 CITY OF TERRELL - SERVICE CENTER 400 INDUSTRIAL BLVD -TERRELL, TX 75160 Members Present: Leonard Lancaster, Savannah Nordstrom, Patty Yokum, Caroline Brown, Kelsey Wyble and Dwight Malone. Not Present: Sharlet Mitchell Visitors Present: City Staff, Glenn Caldwell -Director of Public Services, Mark Mills -Assistant City Manager, Demeter Turner -Project Manager, Carnell Horn -Project Manager, Percy Butler -Parks Foreman, Sheri Davis -Aquatics and Youth Coordinator, Jenny Sounthapanya -Admin Tech II and Yareli Larraga -Admin TechII. 1. CALL TO ORDER The meeting was called to order by Leonard Lancaster at 6:00 p.m. 2. MOMENT OF SILENCE. 3. DISCUSS AND CONSIDER ADOPT THE MINUTES OF DECEMBER 7, 2023 MEETING: 3.1 A motion to approve the meeting minutes was made by Patty Yokum. Second by Dwight Malone. Motion carried. 4. HEAR REMARKS FROM VISITORS: 5. DISCUSSION ITEMS: 5.1 STATUS ON TENNIS COURTS AND BASKETBALL COURTS: Glenn Caldwell informed the Park Board there is no exact dates due to the need to procure contractors and obtain bids. 6. BUSINESS ITEMS (ACTION ITEMS): Page 3 of 5 ITEM 3.1. Park Board Meeting Page | 2 6.1 RE-ELECT OFFICERS: A motion to continue with current officers was made by Patty Yocum. Second by Kelsey Wyble. UPDATES 7.1 BREEZY HILL PARK DAWN TO DUSK: Glenn Caldwell informed the Park Board that the Ordinance will go before the City Council for discussion in March after the new ACM, Mr. Mark Mills is briefed. 7.2 PADIC BOARD RESTROOM PROJECT: Demeter Turner presented PADIC presentation. ● Modular restroom before and afters (Swimming Pool, Breezy Hill Park, Ben Gill Park, Softball complex, Football complex, Soccer complex) ● Softball complex -concession, storage and apron walkway ● Ben Gill Pavilion repairs/remodel -pitched roof to help with water flow, utility room raised floor ● Football concession interior -paint, LED lighting, epoxy floors and stainless steel tables Mrs. Caroline Brown inquired about cameras in the park for vandalism. Glenn Caldwell informed the Park Board that City Council is on board for cameras, but at this time budget does not allow for cameras. Mrs. Kelsey Wyble inquired about the maglocks on modular restrooms. Percy Butler informed that the maglocks are on timers from 8am -10pm. Only closed if there are any maintenance issues. 7.3 PADIC BOARD FY24: Carnell Horn presented this item. We are currently waiting on bids from contractors for Ben Gill Park bridge and resurfacing courts. 7.4 Crossroads Park: Carnell Horn and Glenn Caldwell reviewed the layout of the park. ● Color schemes are in process. ● Designs for playground, swing set and modular restrooms, pavilion ● Low water grate crossing ● Discussed pedestrian bridge Page 4 of 5 ITEM 3.1. Park Board Meeting Page | 3 ● Discussed meeting onsite to see layout of park 7.5 Kings Creek Park: Carnell Horn provided an update on the Kings Creek Park Grant. The grant was awarded by the Texas Parks and Wildlife Department for $750,000. The grant is a 50/50 match. Project includes a trail, solar lights and restrooms. 7.6 Downtown Projects: Glenn Caldwell provided an update on Downtown Projects. 7.7 Total Eclipse, April 8, 2024: Glenn Caldwell discussed the Total Eclipse. Estimated 20-30K people possibly visiting the city. Businesses, traffic, and sanitation will be affected. Event Locations: ● Library ● Ben Gill Park ● Terrell Municipal Airport 7.8 Chairman Lancaster named as member of Naming Committee: Mr. Dwight Malone introduced Chairman Lancaster as a member of the Naming Committee. Mr. Dwight Malone talked about Boys to Men at the Excel center on February 22, 2024. 8. ITEMS FOR FUTURE MEETINGS: ● Downtown renderings ● PADIC improvement for Ben Gill Park bids ● Park Board rotating meeting locations 9. SET NEXT MEETING DATE: The next meeting will be March 14, 2024 at Crossroads Park. 10. CONSIDER MOTION TO ADJOURN: A motion was made by Dwight Malone to adjourn the meeting. Second by Kelsey Wyble.
