Tilton Village Board Meeting Minutes February 20, 2020 6:00 pm Mayor Phillips called the meeting to order, pledge was recited and roll call was taken. Trustees Barrett, Cornett, Finley, Sheets, Washkowiak and Wear present. Trustee Washkowiak made a Motion to accept the minutes of January 16, 2020 meeting and pay bills listed over $1500.00, Trustee Sheets second. All six Trustees present voted yea. Motion carried. $20,000.00 Ribbe – monthly pay for 5th Street and parking lots $ 2,781.00 Annet Smart- Inge Kellners basement cleanup due to villages sewer back up $ 2,525.54 Alexis Fire – maintenance on fire truck $ 5,424.70 Champaign Signal and Lighting. Upgrade of lights to LED and repairs to others $ 5,159.50 Fehr Graham G Street Bridge engineering fees $ 1,500.00 I&I Communications – Annual maintenance fee for Fire and Ambulance $ 5,250.00 OSF Pro Ambulance – January 2020 per agreement $ 6,554.40 Standard Equipment – Cable for camera truck approved last month $11,951.00 Vermilion Auto Group – Monthly payment $121,567.6 Fehr Graham Engineering fees for Sewer Project 1 $ 4,062.25 Fehr Graham Sewer boring $ 3,000.00 LTC Services Tree removals $32,867.52 Open Road Asphalt – release retainage on 5th Street project $ 4,239.00 Vermilion County ETSB – Annual maintenance police $14,038.71 Catlin Bank - Loan payment $ 8,600.00 CSX Transportation – License Agreement for Sewer Project $ 4,091.79 CTS for December and January $ 2,900.00 EDIMIS – Ambulance billing software-yearly $ 1,556.53 Iroquois Federal – Interest payment Sewer Loan Trustee Sheets made a motion to pass ORDINANCE 2020-0220-A AUTHORIZING THE VILLAGE OF TILTON, VERMILION COUNTY, ILLINOIS, TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to pass RESOLUTION 2020-0202 A RESOLUTION APPROVING A 60% DESIGN COMPLETION SUBMITTAL PREPARED BY FEHR GRAHAM AND ASSOCIATES, LLC., WITH AUTHORIZATION TO COMPLETE FINAL DESIGN PHASE FOR IMPROVEMENTS TO THE WASTEWATER TREATMENT PLANT AND COLLECTION SYSTEM. Trustee Cornett second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for ORDINANCE 2020-0220-B ORDINANCE AMENDING ORDINANCE 2005-0526-B and ORDINANCE 2010-0715-A ENTITLED AN ORDINANCE IMPOSING A MOTOR FUEL TAX IN THE VILLAGE OF TILTON, WHEREAS GAS TAX IS REDUCED. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to upgrade the Treasurer’s Quickbooks Accounting Software for $149.00 a month, as previous version is no longer supported. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to Re-Zone 1729 S Washington to multi-family, Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for new signage at Southgate Plaza, not to exceed $35,000.00, to be paid out of TIF, Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to contract with General Codification Services for Ordinances, not to exceed $20,000.00. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Cornett made a motion to purchase and install a Generator at Station 2, not to exceed $20,000.00. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to purchase a Lucas Device for Ambulance Service, not to exceed $20,000.00. Trustee Cornett second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion at 6:25 pm to adjourn for executive session. Trustee Cornett second. All six Trustees present voted yea. Motion carried.
