Mayor Phillips called the meeting to order via Zoom meetings due to the Stay at Home order issued by
Illinois Governor JB Pritzker, pledge was recited and roll call was taken. Trustees Barrett, Cornett,
Finley, Sheets, Washkowiak and Wear present..
Trustee Sheets made a Motion to accept the minutes of February 20, 2020 meeting and pay bills listed
over $1500.00, Trustee Cornett made motion, Trustee Washkowiak second. All six Trustees present
voted yea. Motion carried.

Mayor Phillips announced that the proposed FY2020-2021 Village of Tilton Budget would be on display
for 30 days.
Trustee Washkowiak made a motion for budget amendments for FY19-20, Trustee Finley second. All six
Trustees present voted yea. Motion carried.
Trustee Sheets made a motion for ORDINANCE 2020-0421A regarding Rental Property. Trustee Finley
second. All six Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion for ORDINANCE 2020-0421B for annual EIEDA 2020 HOME RULE
VOLUME CAP to EIEDA. Trustee Finley second. All six Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to purchase new squad car for $40,000.00, of which $18,000.00 to be
paid out of police fund, balance out of General Fund. Trustee Cornett second. All six Trustees present
voted yea. Motion carried.
Trustee Washkowiak made a motion to make offer on Ross Lane property for development, Trustee
Sheets second. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion ORDINANCE 2020-0421C extending Emergency Declaration Order.
Trustee Washkowiak second. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion to hire Webster for appraisal purposes. Trustee Washkowiak second. All
six Trustees present voted yea. Motion carried.
Trustee Finley made a motion to have attorneys start legal action regarding billboard and property north
of Dollar General. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion to condemn 105 E 4th Street, Trustee Washkowiak second. All six Trustees
present voted yea. Motion carried.
Trustee Barrett made a motion to condemn 718 Central. Trustee Cornett second. All six Trustees
present voted yea. Motion carried.
Trustee Wear made a motion to accept Joe Gleisner proposal for MS-4 Storm Sewer permitting and
maintenance. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion to extend Taylor Street to Donna Ave to Ross Lane for Fehr
Graham. Trustee Finley second. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion to have attorneys draw up an ordinance regarding pools and ponds, then
for consideration for passing. Trustee Finley second. All six Trustees present voted yea. Motion
carried.
Trustee Wear made a motion for the Land Bank to advertise Village Property and profits to be split
50/50. Trustee Barrett second. All six Trustees present voted yea. Motion carried.
Trustee Wear made motion to adjourn. Trustee Washkowiak second. All six Trustees present voted
yea. Motion carried.
